Capital Project Manager III
Summary
King County's Facilities Management Division (FMD) is seeking an experienced Capital Project Management professional to help deliver critical projects serving your community and King County partners. The Capital Project Manager III works with internal and external teams to prepare, manage and review a variety of high-visibility projects.
This recruitment will be used to fill one (1) Career Service opportunity and two (2) Term-Limited Temporary opportunities. It may also be used to establish an eligibility list for vacancies within this classification within the next 6 months.

Job Duties
- Manage the construction phase of projects with varying scope complexity and size, utilizing available construction and discipline-specific contracts, as well as internal building operating teams.
- Ability to understand and manage MEP project design; collaborating with internal subject matter experts and A/E contractors.
- Act as the Owner Representative/Project Manager for multiple, assigned capital design and construction projects from conception through implementation, and close-out in alignment with county policy and standards.
- Research and evaluate environmental data and/or environmental remediation reports prepared by external sources to determine compliance with County requirements and approve plans and specifications for construction.
- Design and implement engineering, feasibility and constructability studies and designs. Make recommendations to management on the basis of study results.
- Approve architectural and engineering designs for assigned work unit or projects.
- Direct the investigation and troubleshooting of engineering and system problems.
- Supervise the construction, maintenance and compliance inspections for specific projects.
- Supervise the surveying program for specific projects, programs or assignments.
- Initiate and/or review and approve change orders for assigned projects.
- Participate in the review and evaluation of complicated plans and specifications.
- Supervise the preparation of or develop bid plans, specifications, estimates or scope of work for public bidding, request for proposal process and/or internal use.
- Negotiate contract scope, budget and schedule.
- Review complex technical environmental documents to assess impacts.
- Provide technical support for negotiation of interagency or local agreements.
- Prepare cost and scheduling analysis reports for multiple projects and act as technical resources to Project Managers on project schedule and budget.
- Represent FMD in a wide range of settings, including inter-governmental, inter-agency, and project meetings to communicate project scope and complex technical issues effectively with internal and community partners.
- Provide support to the capital budgeting process by developing the scope of work, cost estimate, and preliminary schedule during the capital project budget approval process.

Experience, Qualifications, Knowledge, Skills
- A minimum of five (5) years of design and/or construction experience related to commercial, institutional, or public buildings.
- A bachelor’s degree in architecture, engineering, or construction management or the equivalent combination of education and experience.
- Knowledge of project management processes, methods, and principles
- Team building, conflict resolution, and negotiation skills to facilitate effective exchange of information, problem solving, and the ability to use collaborative processes to successfully execute projects involving a diverse group of individuals.
- Excellent written and verbal communication skills, including effective use of email, memos, letters, presentations, briefings, etc.
- Demonstrated ability to develop, implement, monitor, and report on all aspects for assigned projects.
- Demonstrated analytical and technical ability to develop recommendations on project assignments to evaluate and resolve budget, tenant coordination, construction, and contracting issues.
- Experience in managing capital projects or tasks within established timeframes and costs.
- Ability to negotiate contracts.
- Knowledge of software programs such as Microsoft Project (or other project scheduling and management tools), Windows, Excel, Outlook, and PowerPoint.
- Property Management Professional (PMP) Certification or completion of equivalent training program
- Ability to read and interpret engineering plans and specifications
- Experience using AutoCAD or similar drafting software to prepare design drawings.
- Experience using project management information systems such as Unifier or Prism systems
- Professional license such as Architect or Professional Engineer
Supplemental Information
Successful candidates will be required to complete a fingerprint-based criminal background check and reference checks.
The standard work schedule for this position is Monday - Friday between the operating hours of 7:00 AM - 5:00 PM. The specific schedule may be determined by the successful candidate and the supervisor, and will consider business and operational needs.
The reporting location for this position will be the King County Chinook Building, 401 5th Ave., Seattle, WA 98104.
This position is hybrid with onsite reporting of at least 3 days per week.
This position is FLSA-Exempt and is not eligible for overtime.
This position is represented by PROTEC 17.
This position has been designated MISSION CRITICAL in an Emergency, which means that you perform functions which cannot be delayed in the event of an emergency.
