PURPOSE

Under supervision of the 18 JDC FINS Director, the purpose of the position is to conduct conferences and make recommendations to the Court, establish FINS/IFSP (Informal Family Service Plan) agreements, and in general, accomplish the activities enumerated in the Louisiana Children's Code Title VII.


This position is characterized by the performance of a variety of complex administrative, case management, and legal duties. Incumbent may be responsible for on-going or re-occurring cases.

Incumbent must possess knowledge of the Children's Code and available social services.

Responsibilities may differ depending on the assignment.


ESSENTIAL FUNCTIONS

The list of essential functions, as outlined herein, is intended to be representative of the tasks performed by a FINS case manager. The omission of an essential function does not preclude the Director from assigning duties not listed herein if such functions are a logical assignment to the position. The FINS Officer is responsible for FINS duties to include but not limited to:

- Receive complaints alleging that a family is in need of services.


- Review screening information regarding preliminary investigation into the merits of the allegations.


- Identify any public institutions or agencies having the legal responsibility and ability to supply any needed services to the child and family.

Assure notification to all parties of the time and location of the conference Review court records to determine appropriate legal/court action


- Review reports from schools, probation officers, screeners, police and court and monitor reports as needed to determine appropriate judicial response


- Conduct conferences including the questioning of witnesses, determination of facts, and resolution of factual disputes and legal issues presented


-Assess and define problem behaviors in the family; recommend and assist in the implementation of appropriate solutions.


- Write the Informal Family Services Plan or resulting agreement from the conference, if any


- Coordinate the implementation of the resulting agreement, if any Prepare and sign minute entries which summarize meetings/conferences.

Prepare rules to set or continue conferences

Work cooperatively with administrative staff, clerks, and other agencies Refer the case for petition and an adjudication hearing, if necessary.
