About the Job:

The CVA and data management officer will be responsible for planning, coordinating, and implementing all Cash and Voucher Assistance (CVA) activities under the project. This position ensures that cash-based interventions are delivered efficiently, transparently, and accountably to targeted beneficiaries in line with organizational standards, Cash Working Group (CWG) guidelines, and donor requirements. The role also contributes to learning, market analysis, and coordination with stakeholders to enhance the effectiveness and sustainability of CVA programming.

Key Responsibilities

1. Beneficiary Management

  • Support beneficiary identification, registration, and verification through participatory and transparent processes.
  • Ensure targeting criteria are well communicated to communities and consistently applied.
  • Maintain and update beneficiary databases while safeguarding data confidentiality.

2. Cash & Voucher Implementation

  • Organize and oversee cash and voucher distributions in coordination with Financial Service Providers (FSPs).
  • Ensure timely disbursement of assistance in line with project plans and donor commitments.
  • Provide on-ground support during distribution events to resolve issues and ensure accountability.

3. Market Assessment & Feasibility

  • Conduct regular market assessments and price monitoring to evaluate the feasibility of CVA modalities.
  • Share analysis with project management to inform program adjustments.
  • Monitor local supply chains to ensure accessibility, availability, and fairness of commodities and services.

4. Monitoring & Accountability

  • Lead Post Distribution Monitoring (PDM), focus group discussions, and beneficiary feedback collection.
  • Support the establishment and use of Complaint and Feedback Mechanisms (CFM).
  • Document lessons learned, success stories, and best practices for internal and external sharing.

5. Coordination & Representation

  • Liaise with communities, local authorities, CWG members, and humanitarian actors to ensure coordinated CVA interventions.
  • Represent the organization in local CVA-related forums and meetings as required.
  • Build trust and maintain regular communication with beneficiary communities and stakeholders.

6. Compliance & Standards

  • Ensure strict adherence to donor compliance, CWG guidelines, Sphere Standards, and organizational SOPs.
  • Monitor protection risks and ensure that CVA implementation adheres to Do No Harm and safeguarding principles.
  • Support audits, evaluations, and reporting requirements.

Qualifications & Experience:

  • Master’s/Bachelor’s degree in Social Sciences, Development Studies, Economics, Statistics, or a related field.
  • 3–5 years of proven experience in humanitarian or development projects with a strong focus on CVA programming.
  • Demonstrated experience in implementing CVA modalities (unconditional/conditional cash, vouchers, multipurpose cash assistance).

Skills & Competencies Required:

  • Knowledge of market assessments, feasibility studies, and FSP engagement.
  • Familiarity with community mobilization, accountability systems, and beneficiary protection principles.
  • Strong coordination, facilitation, and stakeholder engagement skills.
  • Excellent reporting, analytical, and communication abilities.
  • Fluency in English and local language(s) is essential.
  • Proficiency in MS Office (Excel, Word, PowerPoint); knowledge of KOBO/ODK or other digital tools is an advantage.
