Job Description
Job Summary:
The Chemical, Biological, Radiological & Nuclear (CBRN) Program Manager (PM) assists in the capture and is responsible for successful planning, execution and closeout of government/DOD programs. The PM coordinates and monitors the scheduling, pricing, and technical performance of company programs. Responsibilities also include aiding in the negotiation of contracts, subcontracts and contractual changes and coordinating preparations of proposals, plans, specifications, and financial conditions of contracts. Ensures adherence to master plans and schedules, develops solutions to program problems, and directs work of team assigned to programs from various departments as well as subcontractor partners. Ensures program projects are completed on time and within budget. Acts as an advisor to the program team regarding projects, tasks, and operations. The PM is considered the single point of contact for all issues having to do with assigned programs. The PM is also responsible for managing customer relationships for the program, including developing new business and coordinating preparations of proposals.
Primary Duties & Responsibilities:
Responsible for running complex programs and projects
Proposal development with specific focus on developing Technical Volume and Basis of Estimate
Statement of Work development for subcontract partners
Manage cost and schedule performance execution of all program related projects
Develop and execute risk management strategies
Plan and set project goals and milestones
Translate and clearly define customer requirements and make targets accordingly
Identify and obtain resources to execute program
Oversee and manage the development of a program Integrated Master Plan/Integrated Master Schedule (IMS/IMP)
Execute requirements per customer contract(s)
Detect and solve program issues expediently and effectively
Supervise the program Integrated Product Teams (IPT) to include: Program Management, Systems Analysis, Systems Engineering and Design, Test and Evaluation, Logistics, Training, and Production
Manage and resolve conflicts within the different IPTs
Structure and ensure the maintenance of program and technical documentation
Recognize areas for internal improvement and implement improvement plans
Ensure all program measures comply with company standards and procedures
Develop and present Program Status and New Technology Initiatives to internal senior management and external customers
Identify and pursue new business opportunities within, or directly related to, assigned programs
Maintain and further the relationship between Teledyne FLIR and the program customer
Perform team assessments and evaluations
Mentor other Program and Project staff
Job Qualifications:
BS in Engineering, Physics, Computer Science or equivalent degree strongly preferred
MBA, PMP or DAU Certification preferred
Must have at least 10 years of relevant DoD Program Management experience (preferably in CBRN/E field)
Average program/project size managed during professional career should be $20 -$100M with a staff size in excess of 20 individuals covering diverse disciplines (systems, mechanical, electrical/electronic, logistics, testing, training, and production)
Knowledge of all aspects of the Program/Project life cycle from proposal development through closeout
Able and willing to travel approximately 25%.
Must have above average skills in the following areas:
Management of programs developing Hardware/Software Systems for military applications
Interpersonal relations and communication (both verbal & written)
Program Planning using IMP/IMS methods
Proactive cost control techniques
Government Acquisition methods and terminologies
Risk Planning, Mitigation and Reporting
Pricing/Estimating techniques (top down, bottoms-up and parametric-based)
Metric Plan Development and Maintenance
Project Change management
Requirements Management
Integrated Product Team development across multiple engineering disciplines
Eligible to obtain DoD SECRET security clearance (existing clearance preferred)
Must have the ability to work on complex problems where analysis of situations or data requires an in-depth evaluation of various factors
Must be able to exercise judgment within broadly defined practices
Must have the ability to function in an uncertain environment
