Central Utility Plant Manager

Organization: Located in Endicott, NY, the Huron Campus—a Phoenix Investors property—has long been a hub for manufacturing, logistics, clean energy, and technological innovation. Its commercial and industrial tenants—such as BAE Systems and Binghamton University—are powered by a central utility plant (CUP) that delivers essential services, including steam, chilled water, compressed air, and heated glycol.

Position Summary: The Central Utility Plant Manager serves as the senior leader of a 24/7/365 industrial utility operation providing critical services—including steam, chilled water, compressed air, and heated glycol—to the Endicott, NY campus. This role oversees all staff, operations, planning, capital projects, and maintenance to ensure reliable utility delivery. The Manager plays a key role in supporting the long-term success of the campus and its tenants.

Responsibilities:

• Lead and manage all central utility plant (CUP) operations, ensuring continuous and reliable delivery of utilities.
• Supervise, mentor, and develop plant staff across multiple shifts in a 24/7/365 environment.
• Develop and execute short- and long-term operational strategies, budgets, and capital improvement projects.
• Ensure compliance with all safety, environmental, and regulatory requirements.
• Manage preventive and corrective maintenance programs for plant equipment and systems.
• Oversee energy management initiatives and identify opportunities for efficiency improvements.
• Establish and maintain standard operating procedures, training programs, and emergency response protocols.
• Monitor system performance, analyze data, and implement corrective measures to optimize plant reliability and efficiency.
• Serve as the primary point of contact for utility operations during emergencies, outages, or critical incidents.

Qualifications:

• Bachelor’s degree in mechanical, electrical, industrial engineering, or a related field (or equivalent experience)
• 7+ years of progressive experience in utility plant, industrial facilities, or power generation operations; at least 3 years in a supervisory or management role
• Strong knowledge of steam, chilled water, compressed air, and glycol systems
• Demonstrated success in managing capital projects, budgets, and staff in a 24/7/365 operational environment
• Excellent leadership, communication, and problem-solving skills
• Familiarity with OSHA, EPA, and other applicable safety and environmental regulations
• Experience in large campus, industrial, or utility district settings
• Ability to respond to plant needs outside of normal business hours

Schedule: Full-time, on-site, Monday – Friday, 24/7/365 operations
