Project Context and Scope:
Pakistan remains one of the major labour-sending countries globally, with a significant number of Pakistani nationals seeking overseas employment opportunities every year. Most migration from Pakistan is driven by the search for decent work and improved economic opportunities. However, limited awareness regarding available skills development opportunities, regular migration pathways, entrepreneurship support, and financial services continues to affect potential and returning migrants, particularly youth from vulnerable communities.
To support safe, orderly, and regular migration, the International Organization for Migration (IOM), under the project “Improving Access to Skills Development and Employment Opportunities for Labour Migrants from Pakistan”, is implementing interventions aimed at strengthening access to skills development and employability opportunities for returning and potential migrants. The project is implemented under the broader TVET Sector Support Programme.
As part of Outcome 2 of the project, IOM is conducting career counselling sessions to improve awareness among potential and returning migrants regarding technical and vocational training opportunities, entrepreneurship support, micro-finance schemes, and regular migration pathways for skilled workers.
The counselling sessions are intended to support participants in making informed decisions related to skills development, employability, and overseas employment opportunities through regular channels. The sessions also aim to strengthen understanding of labour market requirements, available government and private sector training programmes, and pathways for skill-based migration.

6. Education, Experience and/or skills required
- At least 3–5 years of professional experience in career counselling, labour migration, skills development, youth engagement, or related fields.
- Demonstrated experience in conducting trainings, counselling sessions, or community outreach activities.
- Strong understanding of labour migration dynamics, skills development systems, and overseas employment processes in Pakistan.
- Familiarity with TVET programmes, employability initiatives, and entrepreneurship support mechanisms.
- Excellent communication, facilitation, and reporting skills.
- Experience working with government institutions, migrants, youth, and vulnerable communities will be an asset.
