Chartered Accountant – Assessment and Improvement of Compliance Management Practices in RTO-I & CTO Karachi
The Revenue Mobilisation, Investment and Trade (REMIT) is a seven-year (2021 – 2027) programme funded by the UK’s Foreign, Commonwealth and Development Office (FCDO) and is implemented by Adam Smith International (ASI). The programme provides technical assistance (TA) to Pakistan with a broader objective to implement reforms for strengthening macroeconomic stability and improving conditions for high and sustained growth, mutual prosperity, job creation and poverty reduction. The Programme works towards supporting the Government of Pakistan, its relevant ministries, institutions, and departments to strengthen revenue mobilisation reforms/initiatives, address investment environment challenges, facilitate trade and drive competitiveness by reducing trade barriers, and improve the macroeconomic policy and its management.
To strengthen compliance management practices in field formations, the Federal Board of Revenue (FBR) has sought technical assistance through the REMIT Programme. A diagnostic review will be undertaken in Karachi, covering one Regional Tax Office (RTO) and the Corporate Tax Office (CTO). The review will help identify current gaps and opportunities, and generate actionable recommendations aimed at streamlining processes, improving resource utilisation, and enhancing the capacity of officers to manage compliance workloads more effectively.
Undertaking a diagnostic review of selected field formations will establish a baseline of current compliance practices, identify bottlenecks in workflows and supervisory oversight, and translate findings into actionable recommendations for case-management, office processes, and prioritization frameworks. The review will also assess actual use of dashboards/MIS and decision-support tools in day-to-day operations and explore practical nudges to improve taxpayer responsiveness.
Job Summary
The Chartered Accountant will conduct the analytical review of compliance processes across RTO-I and CTO Karachi, mapping jurisdictional structures, segmenting taxpayer groups, and clarifying end-to-end case flows. They will reconcile documented procedures with actual field practice using desk evidence, MIS/dashboards, and case records to surface bottlenecks, control gaps, and data-quality issues. Drawing on audit discipline and international benchmarks, they will benchmark practices and frame realistic improvements to workflows, oversight, and decision rights. They will shape risk-based approaches to case prioritisation and advise on where behavioural nudges can enhance outcomes. They will translate findings into clear guidance and KPIs for officers and leadership, and work closely with focal officers and analysts to ensure recommendations are practical, measurable, and ready for adoption. They will also support leadership briefings, validation sessions, and early piloting to pave the way for implementation.
