Chief Analyst - Research and Development

Job Description

JOB PURPOSE

Advance Authority research and knowledge management (KM) by executing frameworks, data governance, and project coordination; promote culture and publishing; and deliver analyses, dashboards, and improvements that align centers, portfolios, and evidence with RTA strategy and

future directions.

Key Results Accountabilities

Strategy

• Implement research and knowledge policies, processes, systems, annual plans, and KPIs aligned with approved controls.
• Define governance roles, standards, and workflows for research and KM execution and evidence stewardship.
• Promote R&D and KM culture through campaigns, publishing frameworks, and scheduled initiatives across agencies.
• Support governance of R&D centers and align portfolios with future directions and sector priorities.
• Set reporting cadence and maturity metrics; synthesize insights and recommendations for leadership.
  
  

Operations

• Coordinate R&D projects from concept to delivery, tracking scope, schedule, budget, risks, and benefits.
• Maintain the central research database; enforce metadata quality, privacy, and access controls.
• Collect, validate, and publish research outputs per approved policies, procedures, and IP requirements.
• Provide consultancy to employees and approved external counterparts on research methods and best practices.
• Deliver awareness sessions and clinics to improve study design, evidence quality, and
  
  

publishing readiness.

• Maintain inventory and document institutional knowledge and practices from conferences, seminars, and forums.
• Prepare periodic dashboards on project status, maturity, KPIs, risks, and corrective actions.
• Coordinate approvals and change control for research processes within the research management system.
  
  

Product/Process Improvement

• Analyze performance trends and root causes; recommend corrective actions and standards updates.
• Curate lessons learned from R&D projects; update playbooks, templates, and guidance.
• Monitor adoption of recommendations and close actions with agencies and sectors.

Education

Bachelor’s/ Master’s degree in Engineering/ Data Science / Analytics

3+ years in case of Master’s degree(5+ years in case of Bachelor’s degree)
