Chief Criminal Deputy Prosecuting Attorney Primary duties involve representing Douglas County in criminal cases, including hearings, trials and appeals, under the direction of the Prosecuting Attorney. Position reports to the Prosecuting Attorney.
QUALIFICATIONS AND RECRUITING
- Must be a current member in good standing with the Washington Bar Association.
- Seven years of progressively responsible trial experience as a prosecutor practicing criminal law in Washington courts.
- Valid Washington State driver's license.
- Satisfactory nationwide criminal background check required as job offer condition.
JOB DUTIES
- Review law enforcement incident reports, make charging decisions, draft and file charging documents, direct follow-up investigations, interview witnesses, and maintain communication with law enforcement on assigned cases.
- Provide assistance to law enforcement to answer questions and clarify interpretations and applicability of the law in specific situations. Assure assistance is provided, at any hour of the day, in determining probable cause and obtaining search warrants, either through telecommunications or personal appearance.
- Meet regularly with law enforcement command staff to provide and receive feedback on best practices.
- Offer and provide generalized training to law enforcement at times and locations outside of the office, as needed and/or requested.
- Prosecute all criminal actions in which the state or county may be a party.
- Research legal issues, draft memoranda and legal briefs. Originate Appeal briefs and other related documents as assigned.
- Try cases and perfect appeals, and present and conduct courtroom proceedings necessary for the hearing of assigned cases; Determine strategy, including organization, timing and order of evidence presentation, appearance of witnesses and related factors; Ensure the Prosecuting Attorney and other concerned parties are informed of case progress and direction.
- Conduct or assist with legal research and drafting for other attorneys, as required.
- Participates in the selection of attorneys and staff. Determines individual attorney needs for training. Assigns, supervises and evaluates work consistent with assigned job classification. Conducts and reviews performance evaluations to guide the development of employees, and ensure consistent evaluations and regular feedback. Makes recommendations regarding employment actions. Responds to and/or provides input on disciplinary actions and grievances. Distribute work to staff and assign cases to deputy prosecutors to ensure proper and efficient work flow.
- Be available for questions regarding criminal prosecutions and associated activities.
- Provide encouragement, guidance and feedback for other criminal prosecuting attorneys as appropriate.
- Back up prosecutors in Superior Court, District Court, and Juvenile Court.
- Work on special projects to enhance prosecution of crime in Douglas County.
- Prepare, review and analyze data to make recommendations whether programs and projects should be initiated, modified or dropped.
- Assist the Prosecutor in developing charging and sentencing policies and monitor and ensure compliance by the deputy prosecutors.
- Other criminal or civil duties as assigned by the Prosecuting Attorney.

- Advanced skills with computers and software with an emphasis in the MS Office Suite.
- Strong English language skills, both oral and written.

- Effectively deal with people who may be emotionally charged by issues and information.
- Establish and maintain effective working relationships and good public relations with other employees, agencies, property owners, and the general public.

- Meet deadlines while maintaining flexibility necessary to accommodate any given situation.
- Attend meetings and training inside and outside the Douglas County area.

SUPERVISORY RESPONSIBILITY
- This position has supervisory responsibilities as outlined in the Douglas County Personnel Policy.
PHYSICAL REQUIREMENTS / WORKING CONDITIONS
- Work is performed independently in an office setting with extended periods of sitting, standing, bending, kneeling, walking, and lifting (up to 40 pounds waist high). Driving, climbing stairs, and walking outdoors on uneven terrain in a variety of weather conditions.
- May work an alternative schedule at the sole discretion of the Elected Prosecuting Attorney.
- Potential for working evenings, occasional weekends, holidays, and out of town travel.
- Work environment may be stressful in striving to meet deadlines, staffing demands and response to public.
- Travel outside of the Douglas County area.
