Description of Work

The Chief Data Officer is responsible for providing executive leadership for the Division, Agency, and the enterprise. This position is responsible for the large enterprise analytic portfolio, data strategy, state-wide data governance, policy development, and management of Divisional resources to ensure that statewide and agency objectives are met. The position has responsibility for setting clear and attainable Division and statewide objectives and leading the IT Director staff to reach those goals. The position directs major programs including the GDAC portfolio consisting of the North Carolina Financial Accountability and Compliance Technology System (NC FACTS), the Criminal Justice Law Enforcement Automated Data Services (CJLEADS), the Health Information Exchange Authority Board and staff, the Statewide Longitudinal activities, the Center for Geographic Information and Analysis, and other programs. This position directs analytic solutions development efforts through strategic planning, staffing, budgeting and quality assurance. The position manages vendor relationships, builds internal and external partnerships and collaboration with State agencies and other organizations, and manages data driven solutions development and operations. This position functions as a strategic advisor to the Secretary of DIT and works on other duties as assigned.

Salary Range: $133, 635 - $267, 271

This position is being reclassified to a IT Executive I DT14.

The position is designated Statutory Exempt and is exempt from the State Human Resources Act.

About the Division:

The Data Division’s is the trusted partner and leader for enabling the sharing and analysis of data assets statewide. The Division successfully works across the enterprise to transform data into information to increase operational efficiencies and improve outcomes for the citizens of North Carolina by integrating and sharing data assets. The Division functions as both the Chief Data Office for the State and is comprised of the Government Data Analytics Center (GDAC), the Center for Geographic Information and Analysis (CGIA), the Health Information Exchange Authority and staff (HIEA), and Criminal Justice Information Network Board and staff (CJIN). The teams are strategically aligned to support the data and analytical needs of the State. The Division encourages collaboration, innovation, and promotion of a data-driven government. We partner with the agencies and beyond to understand key business needs and how data, analytics, and technology can be leveraged to support decision-making.

Knowledge Skills and Abilities/Management Preferences

The following Management Preferences are not required, but applicants that

possess these skills are preferred:

  • Proven ability to define, manage, and advance enterprise information management principles, policies, and programs supporting data and analytics stewardship, advocacy, and custodianship.

  • Successfully collaborated with legal, information security, risk and compliance teams to ensure alignment with regulatory and organizational requirements.

  • Experience implementing and developing data governance practices that adhere to privacy regulations and policies promoting data sharing.

Minimum Education and Experience

Bachelor's degree in computer science or an IT related degree from an appropriately accredited institution and eight years of progressive experience in the field of information technology including at least four years of managerial experience;

or Associate degree in computer science or an IT related degree from an appropriately accredited institution and ten years of progressive experience in the field of information technology including at least four years of managerial experience;

or an equivalent combination of education and experience.
