Job Description:

The Chief Development Officer (CDO) – Giga-Project Masterplan will be a pivotal executive in steering large-scale transformative projects from initial concept through to execution and delivery while aligning with organizational visions. This role demands a leader with vast experience in managing complex, high-value projects, demonstrating exceptional strategic and operational acumen. The CDO will cultivate and leverage relationships with key stakeholders, both internal and external, to drive growth and innovation across the organization. The ideal candidate will exhibit a profound understanding of urban planning, infrastructure development, and sustainability, and will be responsible for overseeing multi-disciplinary teams to ensure projects adhere to timelines, budgets, and quality standards. Job Requirements:

  • A minimum of 15 years of experience in leadership roles within project development, particularly in the realm of large-scale infrastructure or urban development projects.
  • Proven track record of successfully delivering complex projects with budgets exceeding $500 million.
  • Deep understanding of project management frameworks, methodologies, and tools, including PRINCE2, Agile, and Lean practices.
  • Extensive experience in stakeholder engagement at multiple levels, including government entities, public-private partnerships, and community organizations.
  • Exceptional strategic thinking capabilities with demonstrated ability to align project goals with organizational objectives and long-term vision.
  • Strong analytical and problem-solving skills, with a history of making data-driven decisions to mitigate risks and optimize project delivery.
  • Effective interpersonal and communication skills with a strong ability to influence and inspire diverse teams and stakeholders.
  • Proven expertise in sustainability practices and green building certifications such as LEED or BREEAM.
  • Experience navigating regulatory environments and ensuring compliance for large-scale developments in various jurisdictions.
  • Demonstrated ability to foster a culture of collaboration, innovation, and continuous improvement across departments and teams.
  • Advanced financial acumen with experience in managing multi-million-dollar project budgets, forecasts, and economic feasibility studies.
  • Ability to think globally and understand market trends affecting project development and execution in different regions.
  • Master’s degree in an applicable field such as urban planning, engineering, or business administration is preferred.

Job Responsibilities:

  • Lead the development and execution of strategic plans for giga-projects that align with organizational goals and community expectations.
  • Oversee the end-to-end project lifecycle, ensuring that each phase is executed according to established timelines, budgets, and quality benchmarks.
  • Cultivate and maintain relationships with key stakeholders, securing partnerships and buy-in for large-scale developments.
