JOB DESCRIPTION

TITLE OF JOB: Chief Finance & Operations Officer

QUALIFICATIONS: Required: Must hold a NMPED Professional School Business Official License. Preferred: Current Certified Public Accountant certificate, or Bachelor’s degree in accounting, business, or a related field, with at least twenty-four semester hours in accounting or business course work. Consideration may be given to an associate’s degree in accounting or a related field from a regionally accredited or approved college or university with at least twenty-four semester hours in accounting or business courses, plus related experience.

REPORTS TO: Superintendent

JOB GOAL: To coordinate the district's business/financial department; to report budget issues to the State Department of Education; to account for the fiscal management of the district.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • To ensure all bank statements are reconciled.
  • Prepare revenue reports monthly and quarterly.
  • Prepare investment reports monthly and quarterly.
  • Prepare cash reconciliation reports monthly and quarterly.
  • Prepare budget/expense reports monthly and quarterly.
  • Develop cash flow estimates for all funds that can be invested.
  • Invest and convert monies in compliance with state statutes to maximize the use of district cash balances.
  • Request reimbursements for all federal funds on a montly basis.
  • Request reimbursements for all special state funds as needed.
  • Receipt all revenue.
  • Manage the debt service fund and prepare checks for the payment of interest and principle at the appropriate banks. Reconcile the payment of this fund with the respective bond issues.
  • Supervise the preparation of personnel contracts.
  • Prepare the necessary information for the budget making process.
  • Prepare Budget Adjustments as necessary to keep all object codes in the "black".
  • Prepare Cash Adjustments as necessary.
  • Work with Administration and Bond Advisors on Bond Issues.
  • Work with appropriate agencies regarding payroll garnishments, tax levies, etc.
  • Work with property & liability insurance companies regarding: ( 1) certificate of insurance for all vehicles, (2) certificates of insurance for lending institutions, (3) claims for accidents theft, etc., and (4) property valuations.
  • Prepare unemployment compensation billing breakdown for payment.
  • Prepare worker's compensation insurance billing breakdown for payment.
  • Prepare property liability insurance billing breakdown for payment.
  • Register and license all district vehicles.
  • Prepare information for collective bargaining team as requested.
  • Work with program coordinators, administrators and directors regarding cash balances, expenditures, etc.
  • Work with transportation director regarding expenditures, cash balances, etc.
  • Prepare bus contractors' contracts.
  • Reconcile all accounts.
  • Track account balance for district postage machine and make electronic transfers as needed.
  • Prepare Request for Proposals for annual financial audit. Review the proposals and make recommendation for contract award. Work closely with independent auditor during audit process.
  • Insure that the district's purchasing procedures are in compliance with State Statutes and regulations, i.e., accounting and procurement procedures, federal guidelines, etc.
  • Be responsible for expenditure, revenue, and cash control ledgers for all funds.
  • Be responsible for the accurate and timely completion of the payroll, accounts payable, and other functions of business office employees.
  • Attend all Board of Education meetings and prepare appropriate financial documents.
  • Work with U.S. Army regarding ROTC personnel and funding.
  • Bill participating Districts for any Computer Technician services.
  • Assist business office personnel in any way to insure timely and accurate completion of work.
  • Provide State Department of Education with any information as needed.
  • New Staff Orientation and Onboarding in Collaboration with Human Resource and Executive Administrative Assistant

PHYSICAL DEMANDS:

  • The employee is required to stand, walk, and reach with hands and arms.
  • The employee must lift and/or move up to 25 pounds regularly.

EVALUATION:

  • Performance of this job will be evaluated in accordance with BOE policy.

TERMS OF EMPLOYMENT:

Salary is established by salary schedule.
