Basic Purpose of the Role :
The CNO is accountable for program planning and evaluation of the standard of nursing practice in the organization. Leads the Nurse/Midwifery Leadership Team and is responsible for the overall nursing management, service delivery and evaluation of the nursing department. Responsible for the administrative and clinical operations of the Nursing Department including leadership in strategic planning, business development; program evaluation, mentoring and general operations. Responsible for the implementation and delivery of age-appropriate patient care congruent with the mission, vision and values of SEHA. Responsible for ensuring nursing/midwifery staff adhere to the Professional Code of Conduct and Scope of Practice of the regulatory body. Manages clinical and operational activities and ensure the provision of optimum clinical care, customer satisfaction and patient safety.
Responsibilities for Leadership:
1- Specifically, accountable for the administration, performance management and financial management of the organisation nursing / midwifery services, with a particular focus on quality, risk management and patient safety
2- Responsible for providing strategic leadership to the CEO and Executive Team on issues relating to the Nursing and Midwifery workforce.
3- Actively participates in and supports a collaborative patient care model.
4- Impart specialist knowledge and experience, of nursing / midwifery and general healthcare services, to assist the Executive Team in meeting strategic plans/business plan.
5- Work closely with the Executive team to implement and maintain systems for corporate and clinical governance
6- Where appropriate and under the direction of the CEO to take lead responsibility for corporate issues outside the immediate sphere of responsibility.
7- Working closely with the Executive Nursing / Midwifery Team and Director of Human Resources develop and implement effective workforce plans, recruitment and retention strategies for nursing and midwifery.
8- Collaborates and leads as appropriate with nursing staff, inter-disciplinary and Executive teams within the organisation, and with external stakeholders, to improve the standards of care.
9- Implements systems and/or processes to advance professional nursing and midwifery practice
10- Ensure that nursing/midwifery staff have the knowledge and skills to meet the requirements of their clinical and managerial roles.
11- Fosters a positive culture within nursing and midwifery that values continuing professional development and striving for excellence in the delivering of patient care
12- Provides leadership to facilitate the development of research and evaluation in all aspects of the care delivery system and ensure its application to practice across the nursing and midwifery professions.
13- Develops relationships internally and externally, working collaboratively with local health service providers, SEHA, community forums, HA-AD, Ministry of Health and other nursing professional bodies.
14- Manages organisational relationships in a way that builds and maintains a climate of trust and inspires commitment from others to achieve organisation goals in a complex environment.
15- Represents the organization nationally and internationally. This may include participating in and/or leading working groups/committees, public speaking engagements.
16- Ensures a comprehensive systems approach to the identification and resolution of issues relating to quality of care, inclusive of but not limited to patient complaints.
17- Demonstrates the ability to lead change with positive outcomes in a highly complex environment.
18- Participates on various committees related to Nursing and Organizational Operations, advising on all projects, equipment, staff and policy decisions that affect patient care services.
19- Works with the organization to ensure that a comprehensive orientation program is in place for all new staff.
20- Ensures mandatory programmes are maintained and adequate training and continuing education programmes are available for all levels of nursing staff.
21- Fosters a climate of mutual understanding and appreciation of cultural differences inherent in both a multicultural staff base and the patient, families and society served 22- Maintains a positive work environment for staff and actively promotes the image of nursing.
23- Assures that Staff Development requirements meet all standards for licensure, accreditation and CNE.
24- Delegates effectively and appropriately. 25- Consults in areas of professional and operational expertise, organizational and with other institutions and health care agencies as appropriate.
Management of Clinical Practices:
1- Maintains and demonstrates contemporary knowledge in the administration of healthcare organizations to advance nursing practice and the provision of quality healthcare and nursing services.
2- Provide effective leadership to the nursing/midwifery profession at all levels, including the development and evaluation of organisation structures and processes to promote evidence based, patient focused quality care.
3- Facilitate the implementation of plans, projects, and programmes to meet the critical success factors of the health service, health provider teams and the organization.
4- Develop and implement new patient care program initiatives and evaluate the outcomes
Communication
1- Ensure that the collaboration and organizational nurse/midwifery leadership team receive appropriate and timely information, necessary to fulfil the organisation’s strategic and operational plans.
2- Uses information technology to access, transmit and produce information as necessary
3- Maintains confidentiality and security of patient, family, and organization information in accordance with the confidentiality policy
4- Keep records and prepare reports of nursing service activities as / when required by the organization.
Responsibilities in Education:
1- Support the development and implementation of professional registration systems and audit processes to ensure the licensing requirements of staff are met as per regulatory body standards
2- Maintain and demonstrate contemporary knowledge in the administration of health care organisations and evidence-based nursing / midwifery practice.
3- Responsible for development of personal development plan in conjunction with the relevant member of executive team
4- Ensure that professional practice is based on ethical values and adheres to professional Code of Conduct and scope of nursing/midwifery practice.
5- Promotes the nursing and midwifery profession within the UAE 6- Obtains accredited and non-accredited Continuing Nursing Education (CNE) Units in compliance with DOH and the organization’s requirements.
6- Ensure appropriate and continuing professional development programmes, including orientation, education and training systems are in place and available to the department of nursing to achieve excellence in standards of care and meet regulatory body requirements.
7- Collaborate with educational institutions to provide appropriate clinical experiences for students of nursing and to improve the quality of education
Required Qualification:
- NLT 10 years clinical experience post qualification AND
- NLT 3 years in a DON position OR 5 years in A/DON Position (relevant certified PhD degree will account as 3 years of Experience)
- UAE Nurses: NLT 10 years clinical experience post qualification, NLT 2 years in a DON position OR 4 years in A/DON or ADON position. (relevant certified PhD degree will account as 3 years of Experience)
