Summary

The Department of Community and Human Services (DCHS) is looking for a Chief of Community Investments and Provider Supports. This position provides executive leadership for the Community Contracts and Compliance, Provider Supports, and Procurement teams, setting the strategic vision and driving community impact in alignment with Department and County priorities.

The Adult Services Division (ASD) of DCHS works in partnership with communities to develop, support, and provide human services programs focused on achieving results in housing stability, financial stability, healthy living, and social engagement for veterans, service members, and their families; older adults and their caregivers; and other resilient communities .The division's work also includes efforts to strengthen connections within and improve access to the human services system.

ASD manages and provides equity-focused stewardship of revenue from the Veterans, Seniors, and Human Services Levy (VSHSL), the RCW 73.08 veterans relief fund and King County general fund-funded human services programs. ASD also supports the King County VSHSL Advisory Board, the King County Veterans Advisory Board, and the King County Women's Advisory Board. King County is an active partner in King County's Area Agency on Aging.

Scope of Job Duties: To be considered for this opportunity, you must demonstrate the skills and ability to:

  • Leadership and Direction (30%)
    Provide executive leadership for the Community Contracts and Compliance Team, the Provider Supports Team, and the Procurement Team. Set the overall vision, strategic priorities, and community impact goals for these units, ensuring alignment with Department and County objectives. Mentor and support managers, while fostering a collaborative, equity-centered, and high-performing culture across the portfolio.
  • Strategic Investment and Resource Stewardship (25%)
    Oversee more than $50 million in annual community investments, ensuring resources are directed toward equitable outcomes for older adults and their caregivers, resilient communities, and other focus populations whose VSHSL strategies are implemented through Memoranda of Agreement with other King County Departments and Divisions. Establish fiscal stewardship practices, strengthen internal controls, and drive strategies that improve provider capacity and program impact. Ensure investments are designed and monitored for both compliance and community outcomes.
  • Procurement and Market Development (20%)
    Lead the design and execution of procurement strategies, including listening sessions, provider education, information sessions, and formal solicitations. Ensure procurement processes are transparent, competitive, and accessible to new and diverse providers. Expand provider outreach in underserved and rural areas, build pathways for emerging organizations, and support provider onboarding and orientation.
  • Stakeholder Engagement and External Partnerships (15%)
    Serve as a key representative of the Division with elected officials, community providers, partner agencies, and cross-departmental teams. Build and maintain strong partnerships to advance community priorities, convene stakeholders to inform strategy and policy, and communicate the impact of investments to a wide range of audiences. Ensure that community voice shapes procurement design, provider supports, and contracting practices.
  • Policy Innovation and Risk Management (10%)
    Guide the development of policies, procedures, and frameworks that strengthen accountability and compliance in contracting and procurement. Oversee risk assessments, develop monitoring strategies, and ensure alignment with evolving federal, state, and local regulations. Identify emerging issues and recommend policy solutions that improve contracting efficiency and increase community impact.

Job Duties

We are looking for candidates who have]:

  • At least ten (10) years of progressively responsible experience in contract or grant administration, procurement, or public sector investment management, including five (5) years in a senior leadership or executive role overseeing multiple teams or business units.
  • Experience must include high-level responsibility for contract administration, fiscal stewardship, procurement strategy, and provider engagement, with at least five (5) years of professional-level experience involving four (4) or more of the following:
  • Oversight of enterprise-wide compliance and risk mitigation strategies
  • Experience with leadership of large-scale process reforms, including implementation of compliance frameworks, organizational risk assessments, and corrective action plans
  • Extensive experience with application of complex federal, state, and/or local contracting and procurement laws, regulations, and procedures
  • Advanced expertise with delivery of training, coaching, or technical guidance to directors, managers, and professional staff

Experience, Qualifications, Knowledge, Skills

Note: A Master’s degree may substitute for one year of required experience.

Preferred Qualifications:

The following items should be considered desired education:

  • Active Contract Management Certification or ability to obtain one within 12 months of hire
  • A Juris Doctor (JD) from an ABA-accredited law school, which may substitute for two years of required experience
  • A Master’s degree in Public Administration, Business Administration, Law, or a related field
  • Coursework or professional experience in accounting, audit practices, or financial management

WORK SCHEDULE/CONDITIONS: This position is scheduled to work 40 hours weekly, Monday - Friday, 8 am - 5 pm. This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. A union does not represent this position.

MISSION CRITICAL POSITION STATUS: This position has been designated Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. TELEWORKING REQUIREMENT: The Adult Services team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is 401 5th Avenue, Seattle, WA 98104.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
