The
Department of Facility Maintenance is hiring a
Chief of Road Maintenance. This position is responsible for leading and managing the Division of Road Maintenance's programs and operations to ensure the safe, reliable, and sustainable maintenance of the City's roadways, sidewalks, streams, drainage systems, and rights-of-way. The position oversees infrastructure maintenance, flood-control operations, capital improvement projects, emergency response activities, and the protection of public health and safety throughout Honolulu.
What You Will Do:
Provide strategic leadership and direction for the Division of Road Maintenance, establishing long-range goals, objectives, policies, and programs to meet current and future infrastructure needs.
Oversee the maintenance, repair, and improvement of City roadways, sidewalks, rights-of-way, streams, drainage systems, and flood-control infrastructure.
Direct and manage Division operations, personnel, equipment, and financial resources to ensure efficient and effective delivery of maintenance services and emergency response activities.
Represent the Department and Division in meetings with elected officials, government agencies, community groups, and the public to address maintenance concerns, projects, and service needs.
Advise the Director and Chief Engineer on Division operations, budgets, projects, and policy matters, and develop recommendations to support informed decision-making.

EDUCATION REQUIREMENT:
Equivalent to graduation from a regionally-accredited four year college or university with a bachelor's degree in an engineering specialty or a related field.

EXPERIENCE REQUIREMENT:
Five years of registered professional engineering experience, including or supplemented by three years of administrative engineering experience.
Applicable Skills Needed:

Knowledge of civil engineering principles and practices related to public works projects.

Knowledge of planning, design, construction, and maintenance of infrastructure systems.

Knowledge of construction methods, materials, equipment, and cost estimating.

Knowledge of laws, regulations, and standards governing public works projects.

Ability to manage projects, develop, track and maintain budgets, and prepare technical reports and related documentation.

Ability to supervise, coordinate, and provide leadership to professional, technical, and support staff.

Ability to review and analyze engineering plans and specifications.

Ability to communicate effectively and collaborate with engineers, officials, and the public.
Non-Qualifying Experience:
Having the required number of years of experience will not in itself be accepted as qualifying for the position. Your overall experience must have been of such scope, level and responsibility as to conclusively demonstrate the ability to perform the duties of the position.
LICENSE REQUIREMENT:-
Possession of an appropriate valid driver's license, as required.

Possession of a valid license as a professional engineer in the State of Hawaii.
