Charles County Government is seeking a dynamic Chief of Technical Support to perform administrative and managerial duties to support the Technical Support function of the County's Public Works - Utility Department. This is a highly responsible position managing the Department of Public Works - Utilities' Technical Support Division and involves responsibility for planning, organizing, budgeting, and managing the various programs and activities of the division. This work requires directing and organizing a diversified staff tasked with providing a variety of Technical Support functions to the Mattawoman WWTP, Operations and Maintenance Support Divisions, Capital Project Management, Engineering Firms, Contractors, and Agencies, and is performed with considerable independence under the general direction of the Deputy Director of Public Works - Utilities.

Essential Job Functions

  • Plans, organizes, and directs the programs and activities of the Department of Public Works – Utilities Technical Support division to ensure the other divisions have the variety of technical support and documentation necessary to ensure the safe, economical, and efficient collection, treatment, processing, disposal, and/or delivery of water and wastewater treatment.
  • Oversees the Engineering Unit, GIS Group, Environmental Laboratory, Water Meter Program, Pretreatment Program, Cross-Connection Control Program, and SCADA Unit.
  • Organizes and maintains As-Built information in a readily retrievable format, providing timely and relevant information to Consultants, Contractors, and other Departments and Agencies. Implements public awareness and customer relations efforts, attends town meetings, gives presentations to local groups, and develops and distributes written correspondence and other collateral on pertinent issues.
  • Focuses on business process re-engineering (BPR), including workflow analysis, staffing and infrastructure, operational processes, and integration of technology
  • Organizes and administers the Division’s training program.
  • Monitors the Division’s Safety Program to ensure a safe working environment for the Public Works - Utilities operations and maintenance staff.
  • Makes recommendations on major policy and operational issues within the division.
  • Makes decisions on issues concerning areas of responsibility, based on general direction and guidance from, and in the absence of the DPW Director and Deputy Director.
  • Performs other related job duties as assigned.

Qualifications, Knowledge, Skills, and Abilities

Education and Experience:
Bachelor's degree in Civil or Sanitary Engineering; Seven (7) years of progressively responsible experience in the water and wastewater field, five of which include supervision, or an equivalent combination of education, experience, and training.
Licenses or Certifications:
Valid driver's license.
Special Requirements/Qualifications:
This position is required to receive climate competency training at level 2.

  • Principles and practices of planning, construction, operation, maintenance, location, and investigation of water and wastewater lines and facilities as applied to the requirements of the County.
  • Effective methods of managing large scale water and wastewater technical systems, including Geographical Information Systems.
  • Administrative processes including budgeting, facilities management, purchasing, and personnel.
  • Regulatory requirements applicable to the construction and maintenance of water and wastewater technical systems.
  • Effective techniques of supervision.
  • Train and supervise others in the work.
  • Maintain, organize, and share records and prepare reports.
  • Establish and maintain effective working relationships with others encountered in the work.
  • Communicate effectively orally and in writing.

PHYSICAL DEMANDS
The work is mostly sedentary with periods of light physical activity and is performed in office and plant surroundings. Typical positions require workers to walk or stand for long periods; lift and carry up to 50 pounds; climb stairs, bend, reach, hold, grasp, and turn objects; and use fingers to operate computer or typewriter keyboards. The work requires the ability to speak normally and to use normal or aided vision and hearing.

Principal duties of this job are performed in a general office with time spent in shop or field settings, and outside environment.
