Job Purpose

The role aims to ensure the smooth and safe operation of the Roads and Transportation network in the Emirate of Dubai by operating and monitoring the performance of the EC3 systems linked to the OCCs systems within the RTA. It involves collecting and analyzing data related to the performance of OCCs in the RTA, governing all operational procedures taken by them, assessing the level of compliance with approved work procedures and policies, and submitting relevant reports.

Key Results Accountabilities

• Implementing Contingency plans and drill exercises according to approved procedures and preparing related reports, including observations, challenges, strengths, and recommendations
• Receiving emergency calls and coordinate with the Operations Room within the Emergency and Crisis Management Team, monitoring and documenting observations using the centralized communication platform and the Integrated Multi-Modal Communication System (IMMCS)
• Governing event management operations and actions taken by OCCs using available technical resources, and register a new notification for each event in the EC3 System. Monitor observations and lessons learned, and submit related reports to the duty supervisor
• Conducting training workshops to transfer knowledge on approved work procedures, operations, systems in use, the integrated communication protocol for OCCs, etc
• Preparing daily operational reports, including but not limited to Post-Peak Reports, Daily Performance Reports, and Daily Incident Reports. Ensuring data accuracy, reviewing reports prepared by the Senior Operators, and submit related reports to the duty supervisor
• Checking the readiness of all technical systems in the Main Control Room, Command Rooms (Silver / Gold), and Back up OCCs, and submitting readiness reports to the duty supervisor
• Work in shifts covering 24/7 operations, including nights, weekends, and public holidays
• Operating the Mobile Command Vehicle (MCV) during emergencies, crises, and major events as assigned, to monitor all actions taken by field teams using the systems available in the vehicle in accordance with approved procedures and sending all updates to the Main Control Room and Command Control Rooms at the EC3
• Monitor and govern all operational processes and actions taken by the RTA's Smart Monitoring OCCs by utilizing the integrated connection of the EC3 with the functions of their operational systems, For example, but not limited to, the taxi monitoring system in Emirate of Dubai, in accordance with approved procedures. T to ensure the availability of services, For example, but not limited to, the availability of Taxis at Dubai Airports, Major Events locations, and other key areas. It also ensures immediate escalation in cases of supply shortages compared to required numbers, necessitating escalation to concerned parties
• Monitoring and governing all operations and actions taken by the RTA's Tram OCC by utilizing the integrated linkage of the EC3 System (EMMS C2) with the functions of the Tram Control System in accordance with approved procedures, to ensure the availability of services, For example, but not limited to, ensuring that Trams operate on scheduled routes without delays that could impact service levels, monitoring and recording all disruptions and incidents that may affect services, and immediately escalating the situation if it reaches an emergency level
• Collecting and analyzing operational data through the EC3 systems and dashboards, including daily performance of the Roads and transportation network in Dubai, Travel Time Index (TTI), Ridership Data, and more. Preparing related technical reports that include all observations and recommendations aimed at improving the overall performance of the OCCs and submitting them to the duty supervisor
• Preparing statistical forecast reports regarding passenger numbers at Dubai airports and weather conditions, and submitting them to the duty supervisor for dissemination to the relevant teams and operational centers
• Ensure the readiness and availability of systems and digital equipment in the Flood Management Room, including different teams data and the type / quantity of resources used
• Activating and operating systems and equipment in the Gold/Silver Command Control Rooms upon request from the relevant teams and providing necessary support to decision-makers in handling emergencies and crises at the RTA level in accordance with approved work procedures
• Activate alternative Backup OCCs in coordination with the OCCs within the RTA, following approved work procedures and under the supervision of the duty supervisor
• Activating and operating systems and digital equipment in the Flood Management Room, coordinate with internal teams and external partners and support decision-makers in accelerating the recovery of the road and transportation network from the effects of weather fluctuations. Prepare related technical reports
• Respond to all notifications received on the Enterprise Multi-Modal Communication and Control System (EMMS C2), verify them using other available technical tools in EC3, such as real-time GIS maps for various transportation modes, CCTV cameras, specialized data display dashboards, phone calls, and more. Handle and close these notifications in accordance with approved work procedures
• Monitoring and governing all operations and actions taken by the RTA's Traffic OCCs by utilizing the integrated linkage of the EC3 System (EMMS C2) with the functions of Traffic OCC’s systems, For example, but not limited to (Closed-Circuit Television (CCTV) cameras, Advanced Traffic Management System (iTraffic) alerts, Dynamic Message Signs (DMS), traffic signals, etc..), in accordance with approved procedures, to ensure the availability of services, For example, but not limited to, maintaining smooth traffic flow on Roads, Tunnels, and Bridges in the Emirate of Dubai. It also involves monitoring and recording all disruptions and incidents that may affect services and immediately escalating the situation if it reaches an emergency level
• Monitoring and governing all operations and actions taken by the RTA's Bus OCC through leveraging the integrated linkage of the EC3 System (EMMS C2) with the functions of the Bus OCC System (AVM) in accordance with approved procedures, to ensure the availability of services, For example, but not limited to, ensuring all Buses run on scheduled routes without delays that could impact service levels. It also includes tracking and recording all disruptions and incidents that may affect services and immediately escalating the situation if it reaches an emergency level
• Monitoring and governing all operations and actions taken by the RTA's Metro OCC by utilizing the integrated linkage of the EC3 System (EMMS C2) with the functions of the Metro OCC System in accordance with approved procedures, to ensure the availability of services, For example, but not limited to, ensuring that all Trains operate on scheduled routes without delays that could impact service levels, monitoring and recording all disruptions and incidents that may affect services, and immediately escalating the situation if it reaches an emergency level
• Monitoring and governing all operations and actions taken by the RTA's Marine OCC by utilizing the integrated linkage of the EC3 System (EMMS C2) with the functions of the Marine OCC System (AVM) in accordance with approved procedures, to ensure the availability of services, For example, but not limited to, ensuring that all Marine transportation services operate on scheduled routes without delays that could impact service levels, monitoring and recording all disruptions and incidents that may affect services, and immediately escalating the situation if it reaches an emergency level
• Execute additional duties as assigned by the direct line manager or the Department Director
  
  

Qualifications

Education

# Diploma/Bachelor’s degree in Business Administration or equivalent from a recognized university. Diploma: 8 years Bachelor’s: 2 years Practical experience in the field of operational control centers in the road and transportation network or a similar work environment is preferred.
