Chief Procurement Officer

Contract term - 3 years with a potential option for a 4th, directly supporting the MTA on a consultancy bases through Infinite Consulting
Location - Space will be provided for the DCPO at MTA Headquarters at 2 Broadway NY, NY 10004.
Compensation Range: $180-230k salary Dependent on experience

Responsibilities:
  • Develop and coordinate MTA C&D's Small Business Mentoring Program ("SBMP") contract documents and technical documentation to facilitate a timely and efficient transition from project inception through contract solicitation.
  • Perform the role of primary interface between the Contracts Department and Delivery's Program Office in the SBMP Business Unit.
  • Develop and assist in the implementation of innovative and best-in-class procurement strategies that foster increased competition and lower costs in accordance with MTA Guidelines, state and federal regulations and best practices
  • Assist in the development of best-in-class contract documents.
  • Maintain, update, and as required, create new procurement and project procedures that are best in class.
  • Align procurement strategies contemplating the needs of various projects and departments.
  • Support efforts to increase competition and to reduce costs.
  • Perform other duties as assigned.
Qualifications:
  • A Bachelor's degree with a minimum of ten (10) years' relevant experience within public procurement
  • Experience working with or for a government/public agency is a plus.
  • Ability to read and interpret technical requirements (drawings and specifications) and translate them into concise contract documents that are aligned with MTA goals and compliant with all applicable laws, guidelines, procedures and best practices, including providing recommendations to senior staff.
  • Able to apply knowledge of contract terminology, terms and conditions, and construction management.
  • Ability to develop presentations and reports, as required, provide status updates to MTA agency executives and senior staff on the relevant tasks and activities associated with delivering the MTA's Small Business Mentoring Program
  • Strong interpersonal, analytical, problem-solving, organizational skills.
