IT IS A SENIOR MANAGEMENT ROLE OVERSEEING DEPARTMENT-WIDE SAFETY, SECURITY, AND EMERGENCY PROGRAMS.
The
Department of Transportation Services, Administration Division is seeking a
Chief Safety & Security Officer in Honolulu. In this senior leadership role, you will plan, direct, and oversee all safety, security, and emergency programs for the department’s multimodal transportation operations. You will have full responsibility for the Safety and Security Office, including health and safety, environmental compliance, system safety, emergency management, cyber security, and overall security functions.
What You Will Do:-
Serve as the department’s safety, emergency, and security subject matter expert and primary liaison with the State Safety Oversight Agency.

Oversee the reduction and mitigation of hazards, injuries, accidents, and security threats department-wide.

Review, inspect, and approve contractor submittals including plans, procedures, training materials, and compliance documentation.

Engage in inspections, audits, investigations, and reporting to ensure programs meet contractual and regulatory requirements.

Perform other related duties as needed.

Must be able to handle highly confidential information.

Incumbent of this position is designated as a Disaster Response Worker whose responsibilities may require night and weekend work during natural disasters, and other emergencies (e.g., when 24-hour staffing of the City's Emergency Operating Center is activated).

Regular office hour and work schedule changes and may include weekdays, weekends, and hours outside of 7:45 a.m. to 4:30 p.m.

EDUCATION REQUIREMENT:
Equivalent to graduation from an accredited college or university with specialization in city planning, architecture, engineering, economics, sociology, public administration or a related field.
Substitution: Work experience may be substituted for a bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree.
For example:
1. Four (4) years of professional work experience, in any occupation, may substitute for a general bachelor's degree.
2. Four (4) years of general work experience (does not need to be professional level experience) in safety, security, and/or emergency systems work may be substituted for a general bachelor's degree.
Education obtained outside of the United States must be comparable to a degree earned at an accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided. We also reserve the right to request further information about your academic program, evidence of comparability, or an original transcript.

EXPERIENCE REQUIREMENT:
Five (5) years of professional work experience performing safety, security, and/or emergency systems work, one of which shall have been in a supervisory capacity.
Must be able to:

Apply principles, practices, and techniques of safety, security, and emergency systems.

Understand and follow laws and ordinances related to safety, security, and emergency systems.

Research and utilize safety, security, and emergency systems information effectively.

Translate ideas and recommendations into objectives, systems, and plans that comply with laws and regulations.

Make effective decisions and recommendations to improve safety and security outcomes.

Prepare accurate and comprehensive reports documenting findings, actions, and recommendations.
LICENSE REQUIREMENT:
1. Valid Hawaii State driver's license (Type 3), prior to appointment.
2. Completion of the Federal Transit Administration’s (FTA) Public Transportation Safety Certification Training in compliance with 49 CFR Part 672 (incumbent must complete applicable training within three years of their initial designation and, thereafter, refresher training every two years).
