JOB PURPOSE:
This role is responsible for all aspects of the development and administration of the Rail Substructure tunnelling efforts, including but not limited to administrating tunnelling program, technical expertise advises and contractor submission reviewing, and facilitating proposed changes, implementing plans, and procedures at all levels to tunnelling functions to achieve successful railway opening.
Responsible for the post-contract expert review and comments on the design of underground stations.
Provide full support to the construction project management team in carrying out their duties.
ROLES & RESPONSIBILITIES:

Lead internal support staffs and external resources to monitor the system design for Tunnels.

Monitor and assist the establishment of the project requirements document including the functional requirement manual and design standard manual for the Tunnel.

Provide assistance in the preparation of tender documents including the technical specifications, tender drawings, cost estimation and engineer’s program of work for the Tunnel.

Ensure the design basis of project is maintained and/or changes agreed by actively involving other relevant Rail Agency Departments as required in a timely manner.

Ensure Engineer’s efforts in coordinating with other Rail Agency Departments, disciplines, external resources and/or disciplines of the project team including architect, civil, track work, electrical and mechanical system, signaling system, control and communication system to establish the interface requirements and substation layout design of the Tunnel system.

Monitor the Tunnel design, construction, equipment implementation, testing and commissioning.

Assist in the management and coordination of Tunnel related interfaces matters with other disciplines in support of the construction PM team.

Conduct frequent site visits to ensure work progress and to prepare related reports to line management and Project Managers.

Monitor and ensure Contractor and Engineer performance and activities related to the Tunnel network in support of the construction PM team.

Assist project manager in verification of variations and claims and payment certification of works related to Tunnel.

Ensure proper deliveries of equipment and proper storage as per standards on timely manner.

Ensure all risk and safety case for Tunnel works are met as per the contract and standards.

Verify test and work procedures as per contract standards specifications.

Monitor progress and milestone achievements by enquiry, inspection, attendance at meetings and receiving and reviewing reports.

Provide technical advice on all matters concerning contractor design and the construction of tunnels

Ensure appropriate cost-effective solutions are achieved consistent with safety, quality and environmental standards

Monitor the delivery of sub surface civil and structural works with the Construction Tunnel Engineer including underground stations cut & covers tunnels, bored tunnels, foundations and associated E&M works.

Post-contract stage review of project designs, documents, reports and drawings.

Aid in the resolution of technical and commercial issues to ensure timely contract completion.

Prepare and deliver submissions and reports relating to planning and technical issues and identify appropriate mitigation strategies to overcome problems or obstacles related to the project.

Assist in ensuring effective interface and integration management between civil, E&M and rail system works.

Manage, utilize and lead allocated staff. Mentor and coach staff and ensure their appropriate training and development.

Contribute to public relation activities and ensure that effective liaison is undertaken with community, local government agencies and other major stakeholders.

Provide specialist advice to senior management on all aspects of the project and make technical presentations as required.

Ensure that all project proposed by the department are in keeping with the rules and regulation of Dubai and they are coordinated with the town planning authority.

Coordination with the Substructure engineers to ensure that structures and installations are in keeps with drawing, plans, and specifications.

Development of Rail Agency standards relating to tunnels.

Performs other responsibilities associated with this position when appropriate and as directed by higher management.

Under the direction of the Manager, attend all Factory acceptance test and ensure that these are carried out as per specifications, standards and approved test procedure.

Ensure all relevant documents, drawings report, warranties, certificate are following the standards and are handed over in due time to the operation at the project handing over.

Aid in tender submissions and tender assessment and submit reports to detail the assessment findings and rating

Monitor and report on progress against predetermined time, cost quality, specifications and service standards in conjunction with construction PM team.

Monitor continuously the risk register and ensure contractor/consultants are implementing all mitigation measures and report on any deviation.
Education: Bachelor’s degree in civil engineering from a recognized university.
Experience: Bachelor’s degree with 11+ years of experience in a related field.
Master’s degree with 9+ years of experience in the related field.
