Roads and Transport Authority is seeking an exceptional candidate for the role of Chief Specialist in Human Resources and Development, with strong expertise in administrative law and a deep understanding of Dubai Government’s human resources laws and regulations, in addition to analytical and strategic skills to support the development of HR policies and initiatives
Key Responsibilities:

Review and develop HR policies and procedures in compliance with government regulations

Provide legal advice on employee matters, contracts, disciplinary actions, promotions, and employment rights

Prepare analytical reports for senior management on legal risks and propose proactive solutions

Contribute to designing and developing employee development programs and performance improvement strategies

Analyze HR data and provide recommendations to enhance efficiency and workforce planning

Participate in administrative investigation committees, employee performance evaluations, and dispute resolutions

Review employment contracts and agreements to ensure compliance with government policies

Possess deep knowledge of Dubai Government HR laws and regulations, including Dubai Government HR Law, executive regulations, procedural manuals, and practical experience in administrative law applications within a government work environment
Qualifications:

Bachelor’s degree in law or equivalent

Strong skills in legal analysis, memorandum writing, and advisory services

Excellent communication skills in Arabic and English

Ability to work under pressure and manage priorities effectively
