Job Description
JOB PURPOSE
Drive development and execution of organizational resilience, including emergency, crisis and business continuity, in alignment to the strategic directions. Strengthen enterprise resilience across the operations through technical and data-driven improvements, including awareness, readiness, and continuous review of systems and policies.
Responsibilities
Strategy
Provide strategic and technical advice to management to ensure effective enhancement of organizational resilience, including emergency, crisis and business continuity.
Develop corporate organizational-resilience strategy and oversee implementation across operations.
Develop and implement Resilience, Crisis and Business Continuity management framework and policies in compliance to related International Standards and Best Practices.
Manage technical and professional requirements of the organizational-resilience system and lead performance improvement through periodic design/implementation reviews.
Lead in preparing and developing an integrated Business Continuity Management system aligned with international standards and DGEP requirements.
Advise on legal and regulatory requirements and international standards (ISO 22301, ISO 11200, ALARP, ISO 14001, ISO 18001, NCEMA); ensure framework compliance.
Lead in preparing and developing emergency/crisis-declaration communication procedures with relevant stakeholders, ensuring clarity of roles and interfaces.
Identify and prepare corporate risk registers and response plans for major events and confirm readiness.
Review technological integrations and interdependencies and derive resilience strategies, including emergency, crisis and business continuity, based on failure-consequence analysis.
Prepare initiatives and projects to enhance crisis and business continuity and its performance.
Communicate policy, process, and procedures to all agencies and sectors and contribute awareness activities covering resilience management.
Operations
Ensure compliance to Resilience, Crisis and Business Continuity management policies and requirements through periodic audits and assessments.
Prepare and update manuals, guidelines, and training materials; deliver training on Resilience and Business Continuity systems.
Provide technical advisory to the Crisis Management Team during operations in the Enterprise Command and Control Center.
Establish risk management during response and recovery to protect safety, reputation, service continuity, and assets.
Advise and support agencies and sectors to implement Resilience and Business Continuity requirements as per ISO 11200, ISO 22301, NCEMA, Dubai Resilience Center and Dubai Executive Council.
Ensure compliance to legal and other legislative requirements related to organizational resilience, including emergency, crisis and business continuity.
Mentor and assist junior staff to develop the technical capabilities, with technical knowledge enhancement programs.
Ensure Business Impact Analyses and Business Continuity Plan updates for critical operations and services.
Perform delegated and ad-hoc duties from leadership to support Resilience and Business Continuity priorities.
Product/Process Improvement
Enhance crisis and business continuity system performance using data analysis and reporting, update content and training accordingly.
Translate interdependency analyses and outputs from BIA/BCP reviews, compliance evaluations, audits, and franchise/concession reports into strategies, corrective actions, and process improvements, and track evidence to closure.
Implement best practices and standards to drive continual improvement of systems, processes, and procedures.
Review reports under concession agreements and existing service agreements for post disaster provisions; recommend improvements.
Physical Working Conditions
Maintain round-the-clock crisis-management readiness, including off-hours coordination and on-site presence at incident locations or control rooms when required.
Qualifications
EDUCATION

Bachelor Degree in Engineering/ Master’s degree

9+ years in case of Master’s degree (11+ years in case of Bachelor’s degree)

Certified ISO 22301 Lead Auditor, Certified BS 11200 or ISO 22361, Certified ISO 31000 or Certified RM
