What You'll Do To Contribute to Agency Success :
The Chief Technology Officer is a leader that creates and executes digital, application, software, data and analytics strategies to drive business value. In addition, this position is responsible for architectural vision to align IT to strategic business needs and goals appropriately. You will design the infrastructure for existing software/application programs, products, and services including enterprise architecture, and third-party software as a service (SaaS) management. Additionally, you will lead the development of technology capability roadmaps, day-to-day management of the agency infrastructure. You'll create the direction and standards for optimizing the cost, risk, and value of applications/software throughout their life cycle. Lead day-to-day management of the enterprise architecture organization to provide end-to-end architecture oversight, new technology evaluation, and solutions governance. Drive the creation of new standards and best practices as technology evolves; communicate and drive adoption across the agency. This leadership position will mentor and direct teams, oversee and develop new technologies, devise and coordinate with multiple stakeholders. Identifies major resources constraints that impact implementation of desired organizational goals; develops plans and delivers results in fast-changing environment and provides input to functional or departmental strategy. The position manages a team of software engineers, product managers, solution architects, and system analysts.
The Chief Technology officer will implement and manage a comprehensive, centralized and progressive Enterprise-wide technology modernization strategy. Support Enterprise-wide systems and platforms; make recommendations for integration of incongruent systems for data sharing and consistency. Increase capacity to conduct analytics and analysis in support of key initiatives and projects. You will manage the reliable and consistent creation of linkages and workflow between multiple enterprise systems. As the Chief Technology Officer, you will lead efforts to improve quality. In addition to the above responsibilities this position will lead the implementation of major software and system replacements and system modernizations. In addition to managing the technical teams you will also manage the project management office. With in the PMO there are managers, supervisors, project managers, vendor managers and operational change managers.
Major duties and responsibilities include but are not limited to:- Create and execute digital, application/software, data and analytics strategies to drive business value. In addition, this position is responsible for architectural vision to align IT to strategic business needs and goals appropriately. Assignments include project management of new development and modifications and maintenance to existing systems. Participates as a member of the executive leadership team for strategic planning and governance oversight.
- Lead a project management office that consists of project management, vendor management, operational change management and IT governance.
- Helps to lead division and agency IT strategy. Directs the development of feasibility studies for correcting, modifying and enhancing enterprise-wide IT programs, and associated systems and subsystems. Advise leadership, consultants, and a variety of stakeholders on strategies to integrate with and better utilize enterprise IT solutions.
- Provides leadership to administrators, senior managers, supervisors, and/or professional staff on complex business and IT initiatives. Conducts meetings to resolve issues, provide progress reports, and set priorities for automation within the administration. Oversee and help implement a comprehensive Medicaid Enterprise System (MES) technology modernization strategy, including Vendor Relationship Management.
- Lead day-to-day management of the enterprise architecture organization to provide end-to-end architecture oversight, new technology evaluation, and solutions governance for risk mitigation.
- Identifies major resources constraints that impact implementation of desired organizational and IT goals. Increase the accessibility to data for analysis/analytics, reporting, and open data publishing. Increase capacity to conduct analytics and analysis in support of key initiatives and projects. Ensure IT regulatory compliance with state and federal partners.
Knowledge, Skills & Abilities (KSAs):

Qualifications:
Minimum:- Bachelor’s Degree from an accredited college or university in Computer Science, Information Systems, Business Management or closely related field and 2 years of management experience in a business analysis or related technical role; or 6-8 years related technical experience to include 2 years of related management experience.
