Chief Technology Officer (CTO ) - Fintech / BNPL

Role Overview

We are seeking an experienced Chief Technology Officer (CTO) to lead technology strategy, engineering delivery, and platform operations for a regulated BNPL / fintech business in Qatar.

The CTO will own system architecture, security, scalability, and delivery excellence while working closely with Product, Compliance, Operations, and Finance to ensure regulatory readiness, platform resilience, and sustainable growth.

Key ResponsibilitiesTechnology Strategy & Architecture

• Define and execute the technology strategy, target architecture, and roadmap for BNPL and supporting platforms.
• Design scalable, secure, and high-availability systems meeting performance, cost, and reliability objectives.
• Ensure observability, monitoring, and incident response readiness.

Engineering Delivery & Operations

• Build, lead, and mentor engineering, data, and IT operations teams.
• Establish and enforce SDLC standards, release management, and incident management processes.
• Own integrations with PSPs, e-KYC providers, credit bureaus, and third-party vendors, ensuring resilience and clear ownership.

Security, Risk & Compliance

• Implement technology controls aligned with information security, data protection, vendor governance, and change management policies.
• Ensure compliance with applicable regulatory and industry standards, including QCB guidelines.
• Lead technology risk governance, architecture reviews, control testing, and audit remediation.

Data & Analytics

• Establish secure data platforms, quality controls, and governed access for reporting, credit decisioning, and regulatory evidence.

People Leadership

• Hire, develop, and retain high-performing technology teams.
• Define career paths, performance metrics, and a strong engineering culture.

Budget & Vendor Management

• Own the technology budget, capacity planning, and unit economics.
• Negotiate and manage vendor contracts, SLAs, DPAs, and exit strategies.

Business Partnership

• Partner with Product, Compliance, Risk, and Operations teams to deliver business outcomes and maintain audit-ready documentation.

Regulatory & Policy Alignment

• Ensure alignment with Qatar Central Bank (QCB) technology and cyber risk guidelines.
• Support PCI-DSS-scoped integrations with payment service providers, preferring tokenized and de-scoped architectures.
• Enforce strong data protection practices, including encryption, access control, retention, and breach response.
• Define and test Business Continuity and Disaster Recovery (BCDR) plans, including RTO/RPO.
• Implement a secure SDLC with code reviews, automated testing, security scanning, and traceable releases.

Minimum Qualifications

• 10+ years of software engineering experience, with 5+ years in senior technology leadership roles within fintech, payments, or regulated environments.
• Proven experience integrating with payment service providers, e-KYC platforms, and credit bureaus.
• Strong expertise in secure cloud architecture, SDLC, data protection, and incident management.
• Experience working with auditors, regulators, and senior stakeholders.

Preferred Qualifications

• Previous experience as CTO, VP Engineering, or Head of Engineering in payments, lending, or BNPL.
• Knowledge of PCI-DSS, 3-D Secure flows, and regional regulatory expectations.
• Experience with modern data platforms and real-time monitoring/observability tools.

Pay: From QAR20,000.00 per month
