Under general supervision from the Children’s Health and Perinatal Services (CHPS) Section Director, the Child Health Nurse Consultant directly supervises four Maternal Child Health (MCH) Program Managers and provides indirect supervision for 30 staff statewide. The Child Health Nurse Consultant provides expert direction to, and facilitates policy development for, programs and activities such as Postpartum Newborn Home Visiting (PPNBHV), Childhood Lead Poisoning Prevention Program (CLPPP), and other MCH focused programs. PPNBHV work includes policy development and implementation, nursing care audits, development of hospital Memoranda of Agreement (MOA) for PPNBHV referrals, and provision of annual training for PPNBHV staff.
Ensures compliance with state/federal laws, nursing regulations, and agency policies. Uses the Employee Performance Management System to mentor staff and build competencies. Holds regular staff meetings, maintains a succession plan, and develops staff critical thinking and problem solving skills. Promotes continuous quality improvement.
Provides nursing consultation for CHPS programs (PPNBHV, CLPPP, Perinatal HIV/Congenital Syphilis, and other Children’s Health services). Develops policies and procedures for provision of nursing care and maintains current evidence based knowledge. Identifies continuing education needs for self and staff. Establishes standards of practice, develops competency and outcome evaluation tools, and leads staff training. Conducts site visits and record audits; compiles and monitors program reports. Directs the PPNBHV Program, organizes the annual PPNBHV course (including Continuing Education Units; CEU planning), monitors staff productivity, provides technical assistance, and collaborates with Patient Billing on reimbursement issues.
Directly supervises four MCH Program Managers, convenes monthly meetings, guides their work, and supports professional development. Assists with personnel and performance issues and tracks progress on quality improvement initiatives.
Works with internal partners (Office of Nursing, CHPS programs, Electronic Health Record team, Safe Sleep Coalition) and external partners (Home Visiting Consortium, Birth Outcomes Initiative). Oversees development and renewals of Memoranda of Agreement with birthing hospitals for PPNBHV referrals.
State Minimum Requirements: Graduation from an accredited school of nursing and related nursing experience.
Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.
