NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

DOF's Property Valuation and Tax Mapping (PVTM) is responsible for valuing more than one million properties within the city and overseeing assessments and valuations in a fair and equitable manner. The valuations enable the efficient and effective collection of property tax revenues for New York City.

An excellent opportunity is available in the Property Division to serve as a City Assessor Level IIIA performing property assessment work in the Property Condo, Errors, Remissions (CER) unit.

The selected candidate will be responsible for physically examining and assessing properties for tax purposes using the three approaches to value real property: income, cost, and sales. At this level the selected candidate will be assigned the most complex (in terms of square footage, highest value and mixed-use) properties throughout the five boroughs. Assignments at this Tier level include properties in areas that are the least stable and require great attention to changing economic conditions.

Reporting to the Manhattan Senior Supervising Assessor, duties and responsibilities will include but are not limited to the following:

  • Performing field inspections.
  • Collecting data on each parcel assigned, including new buildings, alterations, demolitions, and map changes.
  • Analyzing income and expense data, leases, and construction costs.
  • Interpreting maps, surveys, building plans, drawings, and photographs to determine value.
  • Prepare required documentation to support and/justify assessments at the administrative appeal level.

Additional Information:

In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification document form upon hire.

This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed between the City and the Collective Bargaining Unit representing employees serving in the civil service title.

Applicants must be current with NYS required certification courses.

Minimum Qualifications


For Positions Not Requiring State Board Certification
1. A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in real estate work involving the valuation of real property such as assessor, appraiser, valuation data manager, real property appraisal aide or the like. To be credited the experience must have been primarily gained in the performance of one or more of the following tasks: collection and recording of property inventory data, preparation of comparable sales analysis reports, preparation of signed valuation or appraisal estimates or reports using cost, income or market data approaches to value. Mere listing of real property for potential sale, or preparation of asking prices for real estate for potential sale, using multiple listing reports or other published asking prices is not qualifying experience; or

For Positions Not Requiring State Board Certification
2. An associate degree or 60 semester credits from an accredited college or university and three years of satisfactory full-time experience in real estate work involving the valuation of real property as described in "1" above; or

For Positions Not Requiring State Board Certification
3. A four-year high school diploma or its educational equivalent and four years of satisfactory full-time experience in real estate involving the valuation of real property as described in "1" above; or

For Positions Not Requiring State Board Certification
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and at least two years of satisfactory full-time related experience.

For Positions Requiring State Board Certification
1. A four-year high school diploma or its educational equivalent and four years of satisfactory full time experience in an occupation involving the valuation of real property, such as assessor, appraiser, valuation data manager, real property appraisal aide or the like. To be credited the experience must have been primarily gained in the performance of one or more of the following tasks: collection and recording of property inventory data, preparation of comparable sales analysis reports, preparation of signed valuation or appraisal estimates or reports using cost, income or market data approaches to value. Mere listing of real property for potential sale, or preparation of asking prices for real estate for potential sale, using multiple listing reports or other published asking prices is not qualifying experience; or

For Positions Requiring State Board Certification
2. Graduation from an accredited two-year college and three years of the experience described in paragraph "1" above; orpotential sale, using multiple listing reports or other published asking prices is not qualifying experience; or

For Positions Requiring State Board Certification
3. A baccalaureate degree from an accredited college and two years of the experience described in paragraph "1" above; or

For Positions Requiring State Board Certification above.
4. Education and/or experience equivalent to "1", "2", or "3" above. A written commitment from the county director that the county will provide training in assessment administration, approved by the State Board, within a six-month period may be substituted for six months of the required experience. However, all candidates must have at least a four-year high school diploma or its educational equivalent and at least 18 months of satisfactory full-time related experience.


Preferred Skills


- At least 12 months' experience as a City Assessor Level 2 performing property valuation work in the Property Division. - Experience using digital tax maps. - Experience in researching and analyzing data to process remissions requested by Law department, Tax Commission, Courts, and Department of Finance. - Experience in reviewing and processing condo amendments. - Experience researching, analyzing, and processing of CERs in the new system. - Experience with basic computer systems, such as Microsoft Word and Excel.

Residency Requirement


New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
