Civil Engineer

The Civil Engineer is responsible for leading and managing civil construction works, and project coordination activities in accordance with Saudi standards and project specifications. The role involves overseeing civil works execution, ensuring quality and safety compliance, resolving technical issues, and supporting project delivery for building and infrastructure projects.

Roles and Responsibilities

Site Supervision & Construction Management

1. Oversee civil and structural works on-site, ensuring compliance with approved drawings and standards.
2. Conduct site inspections, quality checks, and progress monitoring.
3. Coordinate with contractors, subcontractors, and suppliers to resolve construction issues.
4. Verify work progress for payment certificates and contractor billing.
5. Ensure proper execution of earthworks, concrete works, PT slabs, foundations, roads, utilities, and infrastructure elements.

Project Coordination

1. Collaborate with multidisciplinary teams including architects, MEP engineers, planners, and consultants.
2. Participate in technical and progress meetings and provide engineering input.
3. Manage documentation, RFIs, NCRs, material approvals, and inspection requests.
4. Assist in preparing project schedules and ensure timely execution of civil activities.

Quality, Safety & Compliance

1. Ensure adherence to QA/QC standards, Saudi codes, and project specifications.
2. Enforce HSE procedures and conduct site safety audits.
3. Identify risks and propose solutions to maintain quality and safety targets.

Manage relationships with key individuals or groups with whom this function interfaces, potential sources of conflict and how to avoid / resolve

1. Ensure open and transparent relationships coexist with Architects, Consultancy service providers, government agencies and authorities, Contractors and suppliers by fostering a non-adversarial approach to developing KEC IWD projects.
2. Establishment of clear lines of communication and reports to KEC management. Lead point of contact and management for all KEC IWD projects.
3. Attend all scheduled Client meetings regarding all aspects of the development life cycle as required.
4. Responsible for assigned project teams. Building an internal reporting framework that cascades up to the General Manager.
5. Provide leadership and direction to assigned project teams. Line management of employees as assigned, including management of employee productivity and performance. Develops a culture within his direct reports that is aligned with KEC’s core values.

Key decisions involving or related to this role

1. Approving or rejecting shop drawings, material submittals, method statements, and technical proposals.
2. Selecting design alternatives, engineering solutions, and modifications when required.
3. Making decisions on constructability, engineering feasibility, and compliance with Saudi codes (SBC, MOMRAH, Royal Commissions, municipalities).
4. Deciding whether construction works meet specifications, drawings, and quality requirements.
5. Approving inspections, test results, and material quality verification.
6. Identifying technical/civil risks and selecting appropriate mitigation measures.
7. Deciding on acceptance or rejection of contractor proposals, alternatives, or claims related to civil engineering works.
8. Deciding on technical validity of variation orders (VOs), claims, and change requests related to civil works.
9. Evaluating cost impacts of design changes and recommending the best-value engineering options.

Qualifications / Experience

• Bachelor’s degree in Civil Engineering (Master’s preferred).
• 10–15 years of experience, including significant work on Saudi/GCC projects.
• Strong knowledge of civil engineering design, construction methods, and materials.
• Experience in buildings, infrastructure, utilities, hospitality, and residential projects construction
• Proficiency in: AutoCAD, Civil 3D / Revit (preferred), STAAD / ETABS (depending on structural involvement) MS Office / MS Project
