DESCRIPTION OF WORK

As a Civil Engineer, you will be responsible for utilizing your proficiency in the field to prepare detailed bid proposal packages for minor, moderate, and complex projects for bidding purposes in accordance with established Engineering and Construction Management System (ECMS) guidelines. As necessary, you will prepare addendum requests for necessary revisions to bid proposal and plans, ensuring that all forms, letters, agreements, and attachments are provided. Within this role, you will employ excellent critical thinking skills to identify potential project issues and develop resolutions for design problems. You will also have the opportunity to assist the District Pavement Management Engineer with pavement design activities. This position prioritizes collaborative communication efforts with other unit members, departments, and the general public.

Work Schedule and Additional Information:

Full-time employment
Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.
Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Oil City. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

Successful completion of the Civil Engineer Trainee training program (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
Five years of civil engineering experience in the appropriate specialty, and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or
Four years of civil engineering experience in the appropriate specialty, and an engineer-in-training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists, and an associate’s degree in civil engineering technology or a closely related engineering discipline; or
One year of civil engineering experience in the appropriate specialty, and a bachelor’s degree in civil engineering or a closely related engineering discipline.

Other Requirements:

PA residency requirement is currently waived for this title.
You must be able to perform essential job functions.
