This position is in the Behavioral Health and Recovery Division (BHRD) of DCHS. The incumbent will serve as a member of the BHRD Information and Data Systems Team (BIDS) and will act as a liaison between end-users, information technology analysts and vendors in helpdesk support, functional analysis, design, configuration, testing and aid the data systems developers in the maintenance of applications to ensure optimum system performance. Will collect, analyze, develop, document, communicate business requirements, proactively support system users and assist with system testing to achieve business goals. Functional Analysts continually seek opportunities to increase customer/client satisfaction, deepen relationships, and effectively manage customer/client expectations.

WORK SCHEDULE/CONDITIONS:
This position is scheduled to work 40 hours per week, Monday - Friday, 8am - 5pm. This position meets the provisions of the Fair Labor Standards Act and is overtime eligible with supervisory pre-approval. This position is not represented.

MISSION CRITICAL POSITION STATUS:
This position has been designated Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. TELEWORKING REQUIREMENT:

DCHS works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is the Chinook Building at 401 Fifth Avenue Seattle, WA 98104.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

Job Duties

  • Performs the assessment of service providers’ needs utilizing a structured requirements process (gathering, analyzing, documenting and managing changes) to prioritize immediate business needs and recommends options, risks and cost vs. benefits.
  • Participates in development and communicates business requirements of functional specifications for the design and implementation of business solutions.
  • Analyzes service providers’ operations to understand their strengths and weaknesses to determine opportunities for improvements and to target technical assistance to the provider’s needs. Provides recommendations for business process redesign and documentation as needed for new technology.
  • Reviews and participates in user acceptance test plans. Monitors user acceptance testing process to ensure that business results are adequately tested with minimal risk. Ensures user acceptance test strategies involve appropriate integration and process components.
  • Manages service providers’ expectations. Keeps service providers informed of problems, issues and resolutions. Monitors and analyzes performance metrics to ensure satisfaction. Ensures IT solutions meet the needs of the businesses.
  • Provides technical assistance/training to service providers in order to address IT needs that result in the successful exchange of data; to address errors in data exchange; to new service providers in order to achieve orientation and preparation of the data exchange process.
  • Converses with, writes strategic documents and creates/delivers presentations to internal business leaders as well as external groups. Participates in discussions with senior leaders and external partners in ways that support strategic planning and decision-making. Seeks a consensus with business leaders.
  • Performs other duties as assigned.

Experience, Qualifications, Knowledge, Skills

  • Demonstrated experience as a liaison between end-users and information technology analysts and vendors in functional analysis, design, configuration, testing and maintenance of applications to ensure optimum system performance.
  • Outstanding interpersonal skills, including the ability to work with IT professionals and the service providers to determine IT solutions to address work processes and systems.
  • Demonstrated experience working on as a member of a team and working on project teams.
  • Outstanding communication skills and the ability to translate between technical and business language.
  • Develops, writes, and communicates business processes and functional specifications for the continued support of functioning systems.
  • Aids in documenting current business processes and models.
  • Experience working with medical or behavioral health administrative claims or encounter data, and ability to develop a strong understanding of the key business processes and features reflected in the administrative data.
  • Working SQL knowledge and experience working with relational databases, query authoring (SQL) as well as working familiarity with a variety of databases
  • Experience working with exploratory data analysis tools such as python, R, Excel and Tableau
  • Outstanding organizational skills, ability to plan/perform work independently.
  • Experience supporting and working with cross-functional teams in a dynamic environment
  • Knowledge of equity and social justice principles and practices

Preferred Qualifications:

  • Experience supporting Electronic Health Record systems with familiarity of HIPAA EDI service transactions and database structures.
  • Knowledge of the publicly funded behavioral health system.
  • Expert skills in SQL and python
  • International Institute of Business Analysis (IIBA certification).
  • The Entry Certificate in Business Analysis (ECBA certification).
  • Certified Business Analysis Professional (CBAP certification).
