About The Opportunity

With a strong presence in Saudi Arabia, we are actively involved in critical projects throughout the region. We are spearheading several exciting initiatives, taking on technical responsibilities for programme management, engineering oversight, and construction assurance. As part of our expanding footprint in the region, we are seeking a qualified Clerk of Works (Mechanical, Electrical & Piping) to support the delivery and oversight of a key infrastructure package under our Technical Services Provider (TSP) contract.

This position is site-based in Riyadh, supporting secure infrastructure works for one of our government clients. In this role, you will be responsible for monitoring and inspecting all mechanical, electrical, and piping installations to ensure works are executed in accordance with approved drawings, technical specifications, industry standards, and project requirements. This role provides independent oversight of installation quality, testing procedures, and commissioning readiness. The Clerk of Works works alongside the Construction Manager to maintain installation quality and supports the Engineering Manager by ensuring systems are installed in line with the approved design intent.

Key Responsibilities Installation Quality Oversight
  • Inspect and monitor installation of:
    • Mechanical Systems
      • HVAC systems
      • Chilled and heating water systems
      • Pumps, plant rooms, and equipment
      • Ductwork and ventilation
      • Fire protection systems
    • Electrical Systems
      • Cable containment
      • Power distribution systems
      • Switchgear and transformers
      • Lighting and small power
      • Earthing and bonding
    • Piping Systems
      • Process piping
      • Utility piping
      • Pressure systems
      • Pipe supports and routing
      • Welding and jointing methods
Verify installations comply with:
  • Approved IFC drawings
  • Technical submittals and shop drawings
  • Manufacturer recommendations
  • Testing and commissioning requirements
  • Relevant codes and standards
Inspection, Testing & Commissioning Oversight
  • Witness pressure tests, electrical testing, flushing, and system checks.
  • Verify pre-commissioning checklists are completed correctly.
  • Confirm that equipment is installed as per approved layouts and clearances.
  • Monitor cable termination quality and labeling.
  • Ensure systems are installed in a manner that supports maintainability and access.
Interface with Construction Manager
  • Provide early warning of installation quality risks.
  • Highlight coordination issues between trades (e.g., MEP clashes).
  • Attend coordination meetings and provide inspection feedback.
  • Assist in monitoring subcontractor workmanship standards.
Technical Coordination with Engineering Manager
  • Identify deviations from approved design.
  • Escalate discrepancies between design drawings and on-site routing.
  • Monitor implementation of RFIs, design changes, and technical clarifications.
  • Ensure no unapproved changes are installed.
Defects & Non-Conformance Management
  • Raise inspection reports and NCRs for defective works.
  • Track corrective actions to closure.
  • Support snagging and de-snagging processes.
  • Verify that rectification works meet required standards.
Documentation & Reporting
  • Maintain detailed inspection records.
  • Record testing witness reports.
  • Provide weekly reports on:
    • Installation quality
    • System readiness
    • Commissioning risk areas
    • Coordination concerns
How the Role Works Within the Project Team

The Clerk of Works - MEP plays a critical role in ensuring complex building systems are installed correctly before commissioning.

With the Construction Manager: The Clerk ensures that installation sequencing does not compromise quality and that subcontractors adhere to agreed standards. Early identification of defects prevents major commissioning delays.

With the Engineering Manager: The Clerk safeguards the design intent, ensuring systems are installed as engineered and capable of achieving performance requirements. Technical inconsistencies are resolved before testing and handover.

Because MEP systems are highly integrated, the Clerk acts as an interface point between trades, helping maintain system integrity across disciplines.

Experience & Qualifications
  • HNC/HND/Degree in Mechanical or Electrical Engineering (or equivalent experience).
  • 10+ years' experience in MEP installation.
  • Experience in inspection, testing, and commissioning environments.
  • Strong understanding of building services coordination.
  • Familiarity with codes and industry standards.
  • Strong reporting and documentation skills.
