CLIMATE FINANCE CONSULTANT

1. PURPOSE:

To strengthen the integration of climate change, energy and environmental degradation into the UNICEF Pakistan Programme, the Climate Finance Consultant/Specialist will support the development, preparation, management, implementation, monitoring and evaluation of climate finance within the country programme. The Specialist will work to strengthen UNICEF’s capacity in climate finance, harness climate finance opportunities and support government counterparts to ensure climate finance reaches children.

2. SCOPE OF WORK and TASKS:

Summary of key functions/accountabilities:

• Define climate finance opportunities for UNICEF Pakistan’s Programme (with a focus on WASH, Health, Education)
• Monitor global climate finance trends (opportunities/challenges); provide periodic recommendations to UNICEF Pakistan internal programming as well as for the government on emerging climate finance windows/mechanisms while looking at the strategic alignment of the potential funding windows with UNICEF priority areas in alignment with government climate polices and climate action agenda (NAP, NDC 3.0, NCCP 2021).

b. Develop a plan for UNICEF Pakistan to effectively access climate finance resources, including review climate finance opportunities, and prioritization for CF pipeline projects.

c. Propose appropriate climate finance mechanisms (GCF, GEF, etc.) for various programme priorities, based on context, including identification of feasibility studies to build the case for climate finance across UNICEF Pakistan programmes.

d. Support UNICEF programming teams at national and provincial levels, to generate evidence to strengthen the rationale for climate finance for priority sectors.

e. Develop policy briefs for climate finance and look at the potential opportunities within climate finance policy space with development sector including development banks and private sector

• Strengthening UNICEF’s partnerships and networks on climate finance at national and provincial levels

a. Collaborate with UNICEF teams and external stakeholders, including potential co-financiers, partners, and project beneficiaries on the finance aspects of climate proposals

b. Provide technical assistance to and build capacity of national/sub-national actors to ensure that climate finance strategies respond to the impacts of climate change on children and child-critical social services.

• Build capacity of UNICEF and its partners on climate finance
• Support UNICEF staff capacity to define CF Projects and develop proposals, including budgeting and monitoring
• Facilitate knowledge transfer on climate finance among UNICEF/ climate change stakeholders, on the principles of climate finance and the development of project ideas into bankable climate finance proposals, considering climate funding donors/ IFIs (consider most appropriate financing mechanism)
• Develop climate finance proposals

a. propose appropriate climate finance instruments and mechanisms (grant, reimbursable grant, etc.), based on project requirements

b. Develop financial justifications, co-financing arrangements and related financial models for leveraging climate finance for social sectors

c. Lead the development of climate finance concept notes and proposals

3. QUALIFICATIONS AND EXPERIENCE REQUIRED:

An advanced university degree related to climate change, climate finance, economics, development, international cooperation, environmental science, or another relevant technical field affected by climate change is required.

Additional relevant post-graduate courses that complement / supplement the main degree are desirable.

Professional Experience

• A minimum of 10 years of progressively responsible professional work experience at the national and/or international levels on climate finance, climate change adaptation and mitigation, environment, and/or renewable energy.
• In-depth understanding of and extensive experience using climate finance instruments/mechanisms (including GCF, MAF, GEF, Adaptation Fund, blended finance, bonds, etc.)
• Extensive knowledge of UNFCCC mechanisms and engaging in climate change and environment dialogue
• Demonstrated capacity in the development, review, analysis and advocacy around national government climate and/or environment policies, plans and strategies
• Demonstrated extensive engagement and partnership building with climate change sector partners in Pakistan
• Demonstrated experience to deliver through effective working relationships both within and outside an organization
• Demonstrated capacity to successfully apply for and utilize climate finance instruments and proposal development
• Demonstrated excellent, analytical and writing skills, advocacy and presentational skills
• Demonstrated capacity in financial analysis

• Demonstrated experience in climate finance
• Familiarity with children's rights and gender in the context of climate change and environment.
• Demonstrated experience on capacity building of teams/partners.
• Previous experience within UNICEF/ UN System
