Why does the job exist?
The Centers for Medicare and Medicaid Services (CMS) Medicaid Demonstration Waiver Manager will:
Work externally and internally ensuring Medical Assistance Division (MAD) fulfills its obligations to the Centers for Medicare and Medicaid Services (CMS), critical partners/stakeholders as determined, and to legislative mandates;
Report directly to the Federal Relations Manager/Policy Advisor, while providing support as necessary;
Perform as primary point of contact for CMS;
Oversee and maintain all MAD-CMS communications;
Oversee and lead all CMS meetings;
Oversee and lead the Medicaid 1115 Demonstration Waiver, including renewal and amendment processes and Special Terms and Conditions, including required deliverables ;
Attend the National Association of Medicaid Directors (NAMD) meetings and represent New Mexico Medicaid;
Oversee staff responsible for the State Plan Amendment (SPA) process, while providing guidance as needed to ensure compliance, program initiatives are implemented as planned, and tracking systems are maintained;
Oversee additional staff depending on position and budget availability;
Ensure all CMS deadlines are met through management and tracking of deliverables, requests, inquiries, and federal waivers;
Provide guidance and policy interpretation to staff, while facilitating clarification and guidance from CMS, NAMD, and partners/stakeholders;
Oversee legislative mandates assigned ensuring implementation and reporting occurs within required deadlines;
Provide coverage for Federal and Strategic Relations.
How does it get done?
The CMS Medicaid Demonstration Waiver Manager is responsible for:
Acknowledging, responding, tracking, and maintaining all communications with CMS, NAMD, and partners/stakeholders on behalf of MAD;
Researching, composing, and coordinating the development and submission of MAD communications, responses, reports, deliverables, letters, data, federal waivers, and information to CMS, NAMD, and partners/stakeholders by established deadlines, while developing and maintaining required trackers and records;
Preparing presentations and visual one-pagers as necessary;
Researching, composing, and coordinating with staff to submit clarification requests to CMS for policy interpretation and guidance;
Coordinating with the Legislative and Strategic Affairs Manager to submit clarification requests to CMS for policy interpretation and guidance;
Adhering to public notice and hearing requirements related to waivers;
Leading partner/stakeholder meetings to inform Medicaid program design including waiver and/or State Plan development, addressing legislative mandates, informing legislation through research and analysis of state Medicaid delivery systems and New Mexico's landscape proposing innovative solutions for program refinement, and other critical activities as necessary;
Coordinating, facilitating, and leading routine meetings with CMS, preparing and contributing to agendas and presentations, and ensuring appropriate representation;
Attending routine NAMD and all state CMS meetings taking comprehensive notes and issuing assignments to staff ensuring the execution of timely action items;
Monitoring and analyzing CMS, NAMD, and other communications concerning Medicaid policy to evaluate program impacts and leading action items strategically;
Facilitating and providing the resolution of constituent concerns escalated by CMS in a timely manner, while working with CMS and staff to manage complex member cases;
Leading and facilitating the Medicaid 1115 Waiver Amendment and Renewal process, including waiver development, public notice and hearings materials, and negotiations with CMS, including presentations;
Leading and coordinating the development of required deliverables, reports, and waivers by established deadlines and submit in CMS required systems;
Providing education, policy interpretation, and guidance to staff, partners and stakeholders on the Medicaid 1115 Demonstration Waiver, CMS guidance, and CMS processes through trainings and presentations;
Participating during the legislative session providing bill analyses and program impacts;
Maintaining access to required CMS systems, while providing and maintaining access for staff;
Overseeing State Plan Specialist and SPA process by ensuring federal compliance of materials submitted and program changes are implemented timely, technical assistance and guidance is provided, CMS calls are effectively managed and led, trackers are developed and maintained, assigning and reviewing work, establishing procedures, training, approving leave, and evaluating the performance of incumbents;
Coordinating with State Plan Specialist to evaluate program changes to propose federal authorities to pursue and implement changes while addressing New Mexico's needs;
Coordinating with the Strategic Support Specialist(s) to develop and maintain trackers;
Identifying compliance risks and leading the development of internal action plans in collaboration with MAD leadership and staff;
Cross training in all Federal and Strategic Relations activities to provide coverage when needed;
Participating and responding to audits and Inspection of Public Records (IPRA) requests as required;
Managing contracts and special projects as needed.

Minimum Qualification
Associate degree in Business Administration, Healthcare Administration, Statistics, Finance, or a related field and three (3) years of experience with a public assistance program, medical, healthcare, educational, or state facility working with policies and procedures, conducting analysis/research, providing or requesting information from the general public, working with communities, working on health or social service related matters, social work/case management, behavioral health, and/or health care. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain valid driver's license.
Must obtain and maintain defensive driving certification.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
