POSITION SUMMARY
The Finance Management Systems (FMS) Business Analyst plays a pivotal role in driving user adoption, organizational readiness, and process optimization for the County’s enterprise financial systems. This position is responsible for leading change initiatives, developing and delivering comprehensive training programs, coordinating user engagement strategies, and ensuring that stakeholders across Countywide and Constitutional Offices successfully transition to new processes and system enhancements. The incumbent provides strong leadership in communication, stakeholder alignment, training content development, performance support, and post-implementation reinforcement. With a focus on enhancing user proficiency and enterprise compliance, this role ensures process standardization, promotes effective utilization of system capabilities, and supports continuous improvement through change management best practices.
PREFERRED QUALIFICATIONS
- Bachelor’s degree in Information Systems, Information Technology, or a related field.
- Five (5) years of experience in system implementation, support and system analysis in PeopleSoft ERP.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Perform advanced business and system analysis to identify best practices, process improvements, and system enhancement opportunities. Conduct fit/gap analysis, prepare complex functional design documents, evaluate cost/benefit (ROI) of proposed solutions, and ensure alignment with enterprise standards, County policies, Administrative Orders, and Ordinances.
- Serve as subject matter expert (SME) for complex financial system issues, providing analytical, functional, and technical support for daily operations, fiscal year-end activities, and special projects. Troubleshoot and resolve financial and supplier incidents, implement systematic controls and workflow enhancements, and ensure data accuracy and compliance.
- Develop, compile, and maintain complex queries, system reports, and data extracts to support countywide departments, constitutional offices, and auditors. Ensure information accuracy and facilitate data-driven decision-making.
KNOWLEDGE, SKILLS, AND ABILITIES
- Comprehensive knowledge of enterprise resource planning (ERP) systems, particularly Oracle/PeopleSoft INFORMS Finance Supply Chain Management (FSCM), including functional and technical components across multiple financial and supplier modules. Thorough understanding of financial business processes, accounting principles, and governmental fiscal operations including general ledger, accounts payable/receivable, grants management, project costing, and asset management.
- Expertise in business and systems analysis, including requirements gathering, fit/gap analysis, functional design, configuration, integration, and testing methodologies. Strong project management skills, including the ability to lead cross-functional teams, manage timelines, resources, and deliverables, and coordinate large-scale system implementations and upgrades.
- Ability to analyze and resolve complex system issues, identify root causes, develop effective solutions, and ensure timely implementation with minimal disruption to operations. Proficiency in query development and reporting tools, including the ability to design, maintain, and analyze complex data extracts, reports, and system tables.
WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS
Primarily office-based, with potential for remote or hybrid work (as approved by Manager), depending on organizational policy, position, and job duties. These arrangements are subject to change at any time.
