General Statement of Duties:
This position involves routine inspection of properties and technical land use code enforcement work. Assignments involve exercise in judgment and are performed in accordance with Borough Ordinance requirements and established technical and legal standards. Work is performed in indoor and outdoor environments. Work involves exposure to inclement weather conditions, noise, dust, and debris.
Job Duties and Essential Functions:
The job duties and essential functions for this classification shall include, but shall not be limited to the following:
- Analyzing, reviewing, and making determinations (in consultation, where appropriate, with Borough engineer and solicitor) with respect to zoning, land development, building/ construction within limits of state certification, floodplain development, housing, and other permit applications and supporting plans and technical information.
- Assuring that applications contain all required information and are consistent with applicable local, state and federal requirements.
- Inspecting building structures, plumbing, mechanical, and electricity for new construction and any alterations made during the construction process.
- Approving work performed and/or identifying violations.
- Taking steps to initiate corrective action, and re-inspect work performed after changes are made.
- Issuing certificates of occupancy if construction meets code criteria.
- Enforcing Zoning Board decisions.
- Inspecting construction projects for building permits.
- Issuing citations, initiating legal action, prosecuting violations, and testifying at hearings and court proceedings.
- Patrolling the Borough to identify code violations and responding to complaints.
- Inspecting Borough-funded rehabilitation and construction projects for compliance with local, state and federal requirements.
- Keeping accurate records, including computerized records of Department activities, applications, permits, approvals, and variances.
- Answering inquiries from and providing general code information to residents, builders, property owners, their representatives.
- Issuing and posting warning notices, notices of violation, corrective notices, orders to comply, condemned notices, and related documentation for code violations.
- Coordinating activities with other government officials responsible for code enforcement.
- Maintaining necessary code enforcement records and files.
- Administering or obtaining certification to administer all or part of the Uniform Construction Code (UCC) as described in Pennsylvania Act 45, through either Pennsylvania UCC testing and certification, or by registering as a current code administrator with the Pennsylvania Department of Labor and Industry, within a reasonably specified time period.
- Coordinating application/plan reviews with Borough-contracted 3rd party UCC plan review/code inspection service for items beyond the Code Enforcement Officer’s State certification.
- Recommending to the Borough Manager the purchase requisitions for materials, supplies and services for the Department.
- Preparing and administering the annual budget for the Department while conferring with the Borough Secretary.
- Supervising employees within the Department
- Ensuring that the secretary of the Department types all building permits, all monthly reports, keeps permit ledger, subdivision ledger, performs all filing, keeps deed record updated, makes daily deposit of funds received by the Department, prepares, places or sends all legal notices of hearings, legal code or ordinance changes, decisions, etc., as required and performs all other clerical and typing functions related to the functions of the Department as directed.
- Performing of other reasonably related duties as assigned by the immediate supervisor or other supervisory personnel.

Required Knowledge, Skills And Abilities:
- Ability to utilize computers and computer software including, but not limited to, Microsoft Word, Excel and Outlook.
- Considerable knowledge of construction practices, methods, costing materials, and equipment.
- Considerable knowledge of property maintenance and building codes (IMPC/ICC / UCC) and its sub-codes, zoning ordinance/SALDO/MPC concepts and construction methods, materials and equipment, and building and construction inspection techniques of Building Officials and Code Administrators (BOCA) and other applicable building codes.
- Knowledge of legal, administrative, and evidentiary practices and procedures relating to code enforcement.
- Knowledge of approaches used in obtaining voluntary code compliance with municipal ordinances, state and federal requirements.
- Knowledge of building and construction code requirements enacted by state and federal agencies including, but not limited to, the Federal Department of Housing and Urban Development housing standards.
- Skills in understanding, interpreting, and applying zoning and building code requirements.
- Skills in evaluating technical materials submitted to meet code requirements.
- Ability to exercise tact in stressful situations.
- Ability to identify and track code violations, and to organize and present evidence clearly and concisely.
- Ability to prepare and maintain code records and to develop related reports and correspondence.
- Ability to establish and maintain effective working relationships with associates, buildings, property owners, their representatives, appellate bodies, government officials, and the general public.
- Ability to understand and follow oral and written instructions, standard operating procedures and rules and regulations within the organization.
- Ability to extensively walk and perform physical activity, occasionally under adverse weather conditions.
- Ability to communicate effectively.
- Ability to plan, organize and complete work on a priority basis.
- Ability to stand, bend, sit, kneel, climb, reach or otherwise get into various positions to perform inspections and analysis in various types of structures and buildings and sites, and must be able to ambulate over uneven and varying terrain. Occasional climbing of ladders and scaffolding, and occasional getting in and out of tight spaces, with approved safety limitations, is required.
Special Requirements:
- High School Diploma or equivalent.
- At least three years of progressive experience in building or code enforcement or related field.
- Valid Pennsylvania Driver's License.
- Pennsylvania Uniform Construction Code (UCC) “Building Code Official” (Category #29) certification is a minimum. Additional UCC certifications preferred.
- International Code Council Property Maintenance Certification (10, 11, 12, and 13 unless a person has 15, 19, 20 and 21).
Reporting:
The Code Enforcement / Zoning Officer shall report to the Borough Manager.
The Code Administrative Assistant shall report to the Code Enforcement/Zoning Officer.
The Property Maintenance Officer shall report to the Code Enforcement/Zoning Officer.
