Job Summary:
This position has the responsibility of investigating complaints and requests from the community members, determining if/when violations exist and enforcing compliance of the City's Ordinances and Comprehensive Development Code when required. Diplomacy and customer service orientation are used to voluntarily resolve open cases. Work is performed independently in the field and within the City of Largo community. Participation in Code Enforcement Board and Special Magistrate meetings will be required. The position reports to the Chief Code Officer.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Follows suggested procedures to assure the highest standards of risk management, employee safety and risk avoidance
Technical
  • Responds to citizen requests and complaints, assesses if a violation exists, and enforces compliance related to the City of Largo Ordinances, Comprehensive Development Codes and General Code of Ordinance in a timely and professional manner
  • Monitors and returns customer inquiries and phone calls promptly
  • Monitors and responds in a timely manner to departmental email domains consisting of customer complaints and requests for resolution
  • Enters customer case details and supporting information into a computer system with accuracy and attention to detail
  • Follows up on investigations to achieve code compliance
  • Ensures code compliance by the citizens of Largo, businesses in Largo and businesses doing business in Largo; contacts violators and explains requirements and procedures for compliance; issues notices to correct violations and maintains follow up to ensure compliance
  • Initiates and pursues legal action when necessary
  • Researches ordinances, laws, board and commission meeting minutes, and other pertinent information as necessary
  • Attends various business meetings and educational classes regarding training and policies related to the position
  • May be required to attend Code Enforcement Board and Special Magistrate and related hearings
  • Prepares cases for presentation or provides testimony to City Boards, Special Magistrates, City Commission, the courts, or responds to formal and informal inquires
  • Investigates materials left for pick up on City property and Right of Ways
  • May perform Department of Motor Vehicle (DMV) computer searches to ensure individuals are correctly identified
Arborist Code Officer
  • Reviews and inspects all tree removal permits on private property throughout the City as required by the Code of Ordinances and the Comprehensive Development Codes
  • Coordinates all tree removal waiver programs

EMERGENCY RESPONSE STATUS: As a condition of employment, City of Largo employees will be required to work as directed during an undeclared and/or a declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the official job description.
MINIMUM QUALIFICATIONS

Education and Experience:
  • High school diploma and at least two (2) years experience in code enforcement, building, permits or related front line customer service, or equivalency
  • Valid Driver's License
  • Obtaining the Fundamentals of Code Enforcement certification is required within one year from the date of hire. If a qualified candidate with Fundamentals of Code Enforcement certification does not present, candidates without certification may be considered.
Knowledge, Skills, and Abilities:
  • Ability to communicate clearly in written and verbal formats; ability to write in clear, concise formats, as well as utilizing correct spelling and punctuation
  • Ability to research pertinent City Codes and Ordinances related to residential parking, junk vehicles, overgrown vegetation, debris, signs and other violations
  • Demonstrated competency to apply knowledge of the City Ordinances to potential violations and research and investigate to determine possible solutions and options to aid in voluntary compliance
  • Ability to be an active listener, work well with residents and businesses while performing quality customer service, operate a motor vehicle safely, use a two-way radio and locate City addresses using maps and/or GPS
WORK ENVIRONMENT & PHYSICAL REQUIREMENTS
Work Environment: 10% inside a climate controlled building; 90% outside which includes driving.
Physical Requirements: The work is predominantly field work which will require the incumbent to have the ability to perform work tasks while in outdoor elements and frequent adverse weather conditions. Essential functions of the job require: sitting approximately two (2) hours per day, standing approximately five (5) hour per day, and walking approximately one (1) hour per day. The job also requires frequent: bending/stooping, climbing, fine manipulations, grasping, reaching, and repetitive motion, and lifting/carrying objects weighing up to 45 pounds; with occasional kneeling, pulling, pushing, and lifting/carrying objects weighing up to 4 pounds. On rare occasions the work requires: crawling, lifting/carrying objects weighing up more than 45 pounds.
Sensory Requirements: Hearing: Ability to understand what others are saying in normal conversation and on the telephone. Speaking: Ability to communicate orally with others and speak effectively on the telephone. Seeing: Ability to see and read computer monitor screens, operate a vehicle, and read normal and fine print.
Driving Requirements: The work requires frequent driving and possession of a valid Florida Driver’s License.
Technology and Tools: The work requires the ability to operate the following office machines: Business and proprietary department software to enter and maintain case information, spreadsheets, word processing, email, to prepare staff reports, etc. Printers, phones, copiers, digital cameras, computers and tablets, radios, flashlights and light meters, various measurement devices. This work may require proficiency with ladders, hand tools, tape measures and other related hand tools.
