WSP is providing Project Management Services (PMS) for one of Riyadh’s most iconic public realm and infrastructure programs. The development includes large landscaped areas, utility networks, mobility corridors, public facilities, and support infrastructure — designed to promote sustainability, connectivity, and quality of urban life.

The Commercial Manager will lead the commercial management function across the project, ensuring effective contract administration, cost control, and commercial risk management. The role involves close coordination with the client, contractors, and internal teams to maximize value, maintain financial control, and support successful project delivery.


  • Oversee all commercial aspects of the project, including contracts, claims, variations, and change orders.
  • Monitor project budgets, costs, and forecasts, providing regular reports and recommendations to senior management.
  • Review and approve contractor payment applications and manage financial reconciliation.
  • Identify and mitigate commercial risks, ensuring contractual compliance and proper documentation.
  • Collaborate with the project management, design, and procurement teams to ensure alignment on commercial strategies.
  • Prepare and submit commercial reports, presentations, and recommendations to client and WSP management.
  • Support negotiations and settlement of claims, variations, and disputes in line with contract provisions.
  • Mentor junior commercial staff and develop commercial processes and best practices within the project.

  • Bachelor’s degree in Quantity Surveying, Construction Management, Civil Engineering, or a related discipline.
  • Minimum 15 years of experience in commercial management on large-scale infrastructure or mixed-use projects.
  • Experience within a Project Management Consultancy (PMC) environment is required.
  • Strong knowledge of contract types (FIDIC, NEC, etc.) and commercial risk management.
  • Excellent negotiation, communication, and leadership skills.
  • Ability to work with multi-disciplinary teams and across multiple contractors.
  • Familiarity with Saudi construction standards and regulations preferred.
