Summary Job Description
The Commercial Manager is responsible for developing and managing all commercial activities related to manpower supply services. The role ensures profitable client contracts, compliance with MoHRE regulations, and smooth coordination between HR, Recruitment, and Operations to deliver workforce requirements on time.
Key Responsibilities
- Develop new business opportunities and maintain strong client relationships.
- Prepare manpower proposals, cost sheets, and pricing aligned with market rates and company profitability.
- Draft and manage commercial contracts, ensuring compliance with MoHRE, visa, and manpower licensing rules.
- Coordinate with HR and Recruitment to ensure legal and timely mobilization (no worker deployed without a valid work permit).
- Monitor contract performance, worker deployment numbers, billing accuracy, and revenue collection.
- Provide commercial reports, track contract renewals, and support margin improvement initiatives.
- Qualifications
- Bachelor’s degree in Business, HR, or related field.
- 5+ years of experience in the UAE manpower supply/employment services industry.
- Strong knowledge of MoHRE regulations, work permits, visas, and manpower pricing.

Requirements
- Bachelor’s degree in Business, Finance, Engineering, or related field (MBA preferred).
- Proven experience as a Commercial Manager within consultancy, professional services, engineering, or similar sectors.
- Strong understanding of contract management, commercial models, and risk frameworks.
- Excellent negotiation, communication, and stakeholder management skills.
- Strong analytical abilities and proficiency in financial modeling and commercial tools.
- Ability to work under pressure, manage multiple priorities, and meet deadlines.
