About the role

The Commissioning Manager is responsible for the planning, execution, and oversight of all commissioning activities for the PV plant, ensuring systems are safely energized, tested, and operational according to project specifications, standards, and grid codes. This role is key to achieving energization milestones and ensures a smooth transition from construction to operations.


Duties and responsibilities

  • Manage the review of EPC Contractor’s Commissioning Management Plan, commissioning schedule, commissioning procedures and ITP.
  • Review EPC ECC, PCC and CCC procedures according to contractual requirements
  • Review and comment ECC and CCC lists
  • Develop the overall commissioning strategy, plan, and schedule aligned with project ICOD/PCOD targets.
  • Coordinate with engineering, construction, QAQC, and HSSE teams to ensure system readiness before commissioning.
  • Oversee cold commissioning (pre-functional checks; mechanical, electrical and logic protections in critical devices; interlock testing, continuity and insulation resistance tests) and hot commissioning (energization, performance verification, functional tests, reliability tests).
  • Ensure all commissioning activities follow approved commissioning procedures, method statements, and safety protocols.
  • Lead the preparation and execution of commissioning checklists, punch lists, and turnover packages.
  • Facilitate Site Acceptance Tests (SATs), and Performance Ratio Tests (PRTs).
  • Provide expertise to support the review of commissioning test results, analysis of deficiencies and determination of corrective actions.
  • Interface with utility/grid operator for grid synchronization, witness testing, and approval processes.
  • Maintain accurate documentation of all commissioning test results, reports, and punch closures in TOP dossier.
  • Troubleshoot issues encountered during commissioning and ensure timely resolution to prevent schedule delays.
  • Provide input to project progress reports and commissioning status updates.
  • Ensure all safety clearances, isolation procedures, and lockout-tagout protocols and Commissioning Permit To Work (CPTW) are strictly enforced during all pre-commissioning and commissioning process including energization.
  • Support the training of operations teams and handover of finalized system documentation.
  • Collaborate with O&M company and EPC on Spare parts list review.
  • Interview and confirm competency of EPC Contractor’s proposed Commissioning Manager and Commissioning PTW Officer.
  • Ensure the clearance of the punch list:
  • A: blocking points for the commissioning of the plant.
  • B: non-blocking points for the commissioning which should be corrected before the handover of the plant to the O&M contractor.
  • C: punch list which should be corrected before the ICOD.
  • Participate in regular progress meetings with EPC Contractor, construction monthly progress meetings, Weekly commissioning meetings with EPC, Daily commissioning / testing coordination meetings (internal and external) and Internal coordination meetings.
  • Support to optimize and shorten commissioning and testing schedule, when possible, in order to produce early power without compromising on HSE and Quality.
  • Advise Construction Manager in all matters related to management of:
  • Guaranteed Performances Issues;
  • Failure issues;

What are we looking for?

  • Bachelor’s degree in Electrical, Mechanical, or Power Systems Engineering.

Minimum years of Experience

  • Minimum 10 years of experience in commissioning utility-scale power projects, with at least 5 years in solar PV or renewable energy.
  • Knowledge of commissioning standards (IEC, IEEE), electrical protection systems, SCADA, transformers, switchgear, and inverters.
  • Proven experience with energization protocols, functional testing, and grid code compliance.
  • Strong organizational skills and attention to detail in test documentation and reporting.
  • Strong attention to detail, organization, and field reporting capabilities.

Minimum Skills

  • Proficiency in Office Software and tools related to project management.
  • Experience in multicultural environment and complex organizations.
  • Excellent analytical, documentation, and communication skills.
