Community Health Nurse Supervisor

Position Purpose/Summary

This is an administrative and professional nursing position working in the field of community public health. Work involves responsibility for planning, supervising, and coordinating the comprehensive program of community health nursing, a variety of clinical services and related health services of the municipal office of Health and Human Services. Work is performed with considerable professional independence in accordance with accepted practices in the field adapted to office policies and requirements, with review through reports and conferences to the Deputy Public Health Commissioner of Health and Human Services. Supervision is exercised over a staff of community nurses, nurse practitioners, social worker, nutritionist, lead counselor, public health aide, and other positions related to the unit.

Essential Functions

  • Develops, implements, interprets, and administers office policies and procedures related to community health services.
  • Plans, assigns, supervises, coordinates, and reviews the work of subordinates engaged in providing, and in supervising the provision of, professional community health and nursing services in connection with Health Office activities, clinics, health research and education, and related programs.
  • Maintains a continuing professional and technical review of office policies, programs and procedures, services, and activities related to community health services and clinics; recommends, implements improvements, revisions and modifications.
  • Provides supervisory advice and assistance, and personally participates, in the solution of difficult, unusual, or emergent community health and nursing problems.
  • Conducts staff meetings and individual conferences to interpret policy, discuss problems, coordinate services, develop programs, and receive reports.
  • Interviews staff applicants, orients new employees, evaluates employee performance; plans, participates in in-service training and staff development programs.
  • Prepares, or supervises the preparation of, a variety of statistical and interpretive reports based on community health services programs; prepares, justifies unit budget requests.
  • Confers, cooperates with officials of schools of nursing and health care providers, and community health, social, and other community agencies to plan, promote, and interpret community health programs.
  • Provides and participates in Epi-response/emergency preparedness in the city in collaboration with all local, Regional, State and National Emergency Preparedness Programs.
  • Attends meetings and participates in committee work of professional community health and nursing organizations; keeps current with professional literature and developments in the field.
  • Performs related work as required

Knowledge, Skills, and Abilities

  • Thorough knowledge of the objectives, principles, practices and techniques of modern community health services and nursing.
  • Thorough knowledge of general nursing and community health, social work, nutrition, sanitation, lead counseling and other community health clinical work.
  • Thorough knowledge of community facilities and resources providing medical, health services, and related social services.
  • Considerable knowledge of the objectives, principles, and procedures of modern community health services and nursing administration.
  • Considerable knowledge of the incidence, cause, and control of communicable diseases and other health concerns and conditions of a large urban community.
  • Considerable knowledge of maternal hygiene and care and child growth and development.
  • Ability to plan, supervise, coordinate, and review a comprehensive program of community health and nursing services.
  • Ability to establish and maintain effective working relationships with subordinates, administrative personnel, physicians, and representatives of health, school, social, related community agencies, and the general public.
  • Ability to develop, recommends, implement, and interpret community health and nursing policies and procedures.
  • Ability to conduct conferences and training programs, and to express oneself clearly and concisely orally and in writing.
  • Ability to interpret medical and health findings and public health laws and regulations to the general public.
  • Skill in applying professional nursing techniques and community health services techniques.

Education and Experience

  • Three (3) to five (5) years of experience as a public health nurse.
  • Three (3) years supervisory experience.
  • Graduation from a recognized school of nursing.
  • Graduation from a four-year college or university, including completion of an approved course in public health nursing, supplemented by advanced courses in community health services and nursing administration and supervision.

Paid Personal Days
Use up to 3 of your accrued sick days as Personal days. Personal days cannot be rolled over into the next calendar year.
