We are seeking a passionate, compliance-driven, and talented candidate to join our Potomac Station Apartments team in Leesburg, VA.

Position Overview

The Community Manager position is ideal for a highly motivated, experienced affordable housing property manager who can accurately define problems, identify the needs of a diverse community, develop action plans, and drive operational success. This role is responsible for leading our high-performing team and ensuring strict adherence to Low-Income Housing Tax Credit (LIHTC) regulations, while bringing a spirit of innovation to create the best living experience for each of our residents.

Responsibilities

  • LIHTC Compliance & Management: Oversees all Section 42 compliance requirements, including the processing of annual recertifications and income qualifications at the 60% AMI level, for 150 homes; maintains pristine resident files in accordance with state housing authority (Virginia Housing) and federal guidelines; actively manages and administers the community waitlist in compliance with Fair Housing laws.
  • Leadership: Oversees all day-to-day on-site operations of the community, including management, marketing, maintenance, financial, and compliance reporting; provides leadership to enhance the resident experience by generating a feeling of ‘home’; manages all community staff and establishes procedures to on-board, train, motivate, professionally develop, and evaluate employees.
  • Operations & Team Supervision: Supervises the Leasing Consultant to ensure all leasing services and compliance files are executed effectively; supervises the Maintenance Technician(s) to ensure effective schedules are established for routine and emergency maintenance, turn-key (change of occupancy) activities, preventative maintenance, and capital expenditure projects.
  • Marketing & Occupancy: Assists in the development and implementation of the community’s marketing strategy to secure maximum occupancy; performs detailed competitive analysis for the direct affordable market and submarket; ensures execution of all marketing and outreach initiatives by the onsite team to maintain a robust pipeline of qualified applicants.
  • Maintenance & Facilities Coordination: Maintains a working knowledge of all maintenance programs, building systems (HVAC, electrical, and mechanical), and capital improvement projects; oversees maintenance technicians and contractors for project completion; coordinates routine inspections and ensures property readiness for REAC, state agency, and investor audits.
  • Financial Management: Maintains primary responsibility for all financial records for property transactions; leads the annual budgetary process to forecast future operating expenditures; operates the project within the approved annual budget; reviews all invoices prior to submission, handles rent collection, and completes routine financial and file audits.
  • Community & Risk Management: Monitors resident satisfaction and retention through proactive communication; establishes a continuous risk management program that enables frequent inspections of the community to maintain the highest safety and curb appeal standards; and ensures compliance with local, state, and federal laws.

Physical Requirements

  • Must be able to sit and stand for extended periods of time.
  • Must be able to lift up to 20 lbs unassisted.
  • Must be able to ascend and descend stairs to perform property inspections.

Experience & Qualifications

  • Experience: 5+ years of experience managing a multifamily community, with a strong preference for Tax Credit / LIHTC experience.
  • Compliance Knowledge: Proven track record with Section 42 regulations, income certifications, and operating at specific AMI thresholds. Certification such as TCS, COS, HCCP, or CAM is a major plus.
  • Software: Proficiency in Yardi Property Management Software (specifically Voyager 8 & Compliance Manager) is highly preferred.
  • Technical Skills: Intermediate level understanding of the Google productivity suite is preferred.
  • Soft Skills: Strong interpersonal, team-building, and conflict-resolution skills; excellent verbal and written communication skills.
  • Education: Bachelor’s degree is preferred, or equivalent industry experience.

Pay: $65,000.00 - $70,000.00 per year
