Role Summary
The Community Outreach Liaison will serve as the external face of the organization, strategically navigating local networks to connect individuals requiring critical behavioral health, mental illness, and addiction services with our facilities. This is a hybrid role requiring the contractor to report on-site four (4) times a week. The ideal professional will possess deep-rooted community ties and a specialized focus on securing referrals that utilize Out-of-Network (OON) insurance benefits or possess direct Cash Pay capabilities.
Mandatory Requirements & Qualifications
- Community Interconnection: Proven, established relationships within local networks, organizations, and demographics directly affected by behavioral health, addiction, and mental illness.
- Targeted Payer Focus: Demonstrated ability to identify, educate, and secure patient referrals specifically equipped with Out-of-Network (OON) insurance policies or Cash Pay capabilities.
- Regulatory Compliance: Must strictly meet and adhere to all California State and Federal requirements regarding behavioral health marketing, patient brokering laws, and ethical outreach. Comprehensive knowledge of DHCS guidelines is essential.
- Work Arrangement: Ability to fulfill the hybrid mandate by reporting on-site four (4) times per week and actively participating in weekly mandatory update meetings.
- Contractor Status: Must be legally structured and prepared to operate as a 1099 Independent Contractor.
Core Responsibilities, Duties & Obligations
- Strategic Outreach: Design and execute targeted community engagement initiatives to build a sustainable pipeline of high-tier (OON/Cash Pay) referrals.
- Relationship Ascendancy: Cultivate ethical, compliant, and deeply nuanced relationships with community leaders, independent clinicians, and local organizations to facilitate patient pathways.
- Compliance Management: Ensure all outreach materials, presentations, and referral processes remain strictly compliant with California state laws, federal healthcare regulations, and overarching accreditation standards (e.g., The Joint Commission, CARF).
- Reporting & Analytics: Track daily outreach activities, referral metrics, and conversion rates, presenting clear data during weekly operational meetings.
- Patient Advocacy: Act as a preliminary educational resource for potential patients and their families regarding treatment options and financial obligations prior to formally handing them over to the admissions department.

Compensation & Pay Schedule
Our compensation model strictly rewards performance, strategic execution, and accountability:
- Fixed Base Pay: $5,000 per month, disbursed on a standard monthly schedule.
- Performance Bonuses: Bi-monthly payouts based on the achievement of established KPIs and the successful conversion of OON/Cash Pay admissions.
