The Opportunity
WSDOT is seeking a motivated Community Programs Manager to support delivery of the high-profile SR 520 Portage Bay Bridge and Roanoke Lid Project one of the region’s most complex and visible transportation efforts. This role is central to building and maintaining strong relationships with community members, government agencies, labor partners, contractors, the media, and the traveling public. Through strategic communications and proactive engagement, you will help ensure project activities are understood, coordinated, and responsive to community needs.
In this role, you will support the Construction Director for Portage Bay in overseeing a range of community-focused programs, including claims and settlements, labor relations communications, the project incentive program, and coordination with the City of Seattle’s Major Public Project Construction Noise Variance permit. You will also lead development of clear, timely communications across print, broadcast, and social media; manage press releases and media strategy; and support internal and cross-agency coordination across major regional megaprojects such as I-405/SR 167, I-5, and Sound Transit initiatives.
What to Expect
Among the varied range of responsibilities held within this role, the Community Programs Manager will:

Lead risk resolution.
-
Serve as the face of our program to investigate claims/complaints initiated by private entities, access the issues/potential damages.

Review construction records with the Construction Director and their team.
-
Work closely with the SR 520 Ombudsman and Community Liaison and AAG, when necessary, to develop response.

Present findings and options to settle for the Program Administrator and negotiate settlement with the complainant.
-
Lead Community Workforce Agreement (CWA) communications.
-
Provide advisement on communication to Seattle Building Trades.
-
Coordinate with the Design-Builder and WSDOT staff to implement the $3.75M incentive program.
-
Lead efforts to review Design-Builder proposals, validate the dollar value of proposals, facilitate meetings, and update tracking sheets.
-
Work with the Project Environmental Lead and serve as the point of contact for strategic communication and coordination with the Seattle Department of Construction and Inspections and the community.

Lead Vibration Damage to Business and Residential Properties Fund (VDBR Fund).
-
Review the project’s vibration monitoring records, coordinate with Construction Director to determine responsibility, negotiate settlement.

Lead Ground Deformation Fund (GDF Fund): This position will manage the $2M GDF Fund for the Project to identify tort claims
-
Leads Noise Mitigation Pilot Program.

Manages construction communications.
-
Supports crisis communications and media training within the SR 520 Program.
Qualifications
To be considered for this opportunity, the following are required:

Communication and Stakeholder Engagement: Demonstrates exceptional written and verbal communication skills with the ability to clearly convey technical information in plain language to non-technical audiences. Effectively builds relationships, negotiates, and fosters consensus among diverse stakeholders, including contractors, consultants, local agencies (such as the City of Seattle), utilities, and the public. Demonstrates experience in public speaking with confidence and professionalism, as well as community relations, crisis communications, and emergency response communication.

Decision-Making and Risk Management: Demonstrates sound professional judgment in evaluating project risks and making timely, effective decisions. Balances competing priorities such as cost, contractual obligations, entitlement considerations, and the validity of claims while maintaining accountability and project integrity.

Transportation Construction and Design-Build Delivery: Demonstrates experience supporting the delivery of large, complex transportation infrastructure projects or design-build contracts, including construction communications planning, community engagement, media relations, resource coordination, and resolution of third-party issues. Understands contract requirements, terms, and conditions to investigate claims and complaints and effectively resolve public and stakeholder concerns.

Effectively builds and maintains positive staff and stakeholder relationships, applies strong problem-solving and decision-making skills, manages competing priorities, and organizes workload to meet deadlines efficiently and effectively.

The salary listed includes the legislative approved 5% salary premium for positions in King County.

In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.
