About the Role

The Compliance Manager is a critical leadership role responsible for developing, implementing, and maintaining a comprehensive compliance program in accordance with Canadian federal and provincial regulatory requirements. This individual will serve as the designated Compliance Officer for the organization and act as the primary point of contact with FINTRAC and other regulatory authorities.

The successful candidate will have a deep understanding of Canada’s anti-money laundering (AML) and anti-terrorist financing (ATF) framework, and will lead the organization’s efforts to detect, prevent, and report suspicious financial activity.

Key Responsibilities

Regulatory Compliance & AML/ATF Program

  • Develop, implement, and continuously improve the organization’s AML/ATF compliance program in accordance with the Proceeds of Crime (Money Laundering) and Terrorist Financing Act (PCMLTFA) and associated regulations.
  • Maintain and update compliance policies, procedures, and internal controls to reflect changes in legislation, FINTRAC guidelines, and industry best practices.
  • Ensure timely and accurate submission of required reports to FINTRAC, including Large Cash Transaction Reports (LCTRs), Suspicious Transaction Reports (STRs), and Terrorist Property Reports (TPRs).
  • Maintain records in compliance with FINTRAC record-keeping requirements, including client identification and transaction records.

Know Your Customer (KYC) & Client Due Diligence

  • Oversee KYC onboarding procedures, including identity verification for all clients in accordance with FINTRAC’s identity verification methods.
  • Implement and manage enhanced due diligence (EDD) processes for high-risk clients, including Politically Exposed Persons (PEPs), heads of international organizations (HIOs), and their close associates.
  • Conduct and document ongoing monitoring of client relationships and transactions for unusual or suspicious activity.
  • Manage the business’s risk assessment process, including updating the enterprise-wide risk assessment on an ongoing basis.

Training & Culture

  • Deliver and coordinate AML/ATF compliance training for all employees upon hire and on an ongoing basis, ensuring staff can identify and escalate suspicious activity.
  • Act as a subject matter expert and internal resource for compliance-related questions from operations, sales, and management teams.
  • Foster a culture of compliance throughout the organization.

Regulatory Liaison & Audits

  • Serve as the primary point of contact for FINTRAC examinations, audits, and inquiries.
  • Liaise with provincial regulators (e.g., BCFSA, AMF, FSRA) as applicable to the organization’s registration requirements.
  • Coordinate and respond to external audits and regulatory reviews; implement remediation plans for any identified deficiencies.
  • Prepare and present compliance reports to senior management and the Board of Directors on a regular basis.

Sanctions & Watchlist Screening

  • Maintain and operate screening processes against government sanctions lists, including those published by OSFI, FINTRAC, OFAC, and the UN Security Council.
  • Manage and investigate sanctions hits, escalate as required, and document outcomes.
  • Monitor regulatory updates and sanctions additions from relevant Canadian and international authorities.

Transaction Monitoring & Investigations

  • Oversee the transaction monitoring program to identify potentially suspicious or unusual activity.
  • Lead internal investigations into flagged transactions and prepare well-documented Suspicious Transaction Reports (STRs) for submission to FINTRAC where warranted.
  • Maintain a comprehensive case management system to track investigations, outcomes, and escalations.

Qualifications & Experience

Required

  • Minimum 4–6 years of progressive compliance experience in a Money Services Business (MSB), financial institution, or regulated financial services environment in Canada.
  • In-depth knowledge of the PCMLTFA, FINTRAC regulations and guidelines, and the Canadian AML/ATF regulatory landscape.
  • Demonstrated experience preparing and filing FINTRAC reports (LCTRs, STRs, TPRs) and managing FINTRAC examinations.
  • Strong understanding of KYC/CDD/EDD requirements, including identity verification methods prescribed by FINTRAC.
  • Experience conducting and documenting risk assessments and developing risk-based compliance frameworks.
  • Excellent written and verbal communication skills, with the ability to present complex compliance matters clearly to non-compliance stakeholders.

Preferred

  • CAMS (Certified Anti-Money Laundering Specialist) designation or equivalent.
  • Experience in foreign exchange, currency exchange, or remittance/money transfer operations.
  • Familiarity with provincial MSB registration requirements across multiple Canadian jurisdictions.
  • Working knowledge of OSFI sanctions requirements and international AML standards (FATF recommendations).
  • Experience working with compliance technology platforms, transaction monitoring systems, or case management software.
  • Bilingual (English/French) is considered a strong asset.
