Job Summary

Under administrative direction, is responsible for planning, organizing, directing, investigating, and assessing contract and grant performance, operational, contractual, and statutory compliance. Directs compliance staff in performing project steps and procedures to ensure contract and grant compliance by the City, contractor and grantee. Working conditions are primarily inside an office environment with occasional outside working conditions. This position requires work schedule flexibility as required to perform compliance reviews. Exercises direct supervision over assigned staff.

This position is a "grant funded" position, therefore unclassified and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Work Hours
8:00 a.m. - 5:00 p.m., Monday - Friday; after hours and weekends as needed to meet business needs

Essential Job Functions

  • Coordinates annual planning and determines review objectives and designs programs to satisfy these objectives.
  • Manages contract and grant compliance functions to assure proper control and compliance with contractual and grant requirements by the City and the contractor or grantee.
  • Ensures compliance with Fiscal requirements associated with grants and contracts.
  • Interviews, selects, supervises, develops, evaluates, counsels, and if necessary, disciplines personnel according to established COSA policies, procedures, and guidelines.
  • Evaluates complex management controls, determines criteria, analyzes, reviews and validates evidence, identifies issues and makes recommendations to improve compliance.
  • Researches and analyzes updates to Federal and State laws, and other governing directives, policies and procedures pertaining to contracts and grants being reviewed.
  • Conducts off-site compliance reviews.
  • Participates in special investigations, projects and programs requested by City management.
  • Coordinates and leads conferences and meetings with appropriate parties on contract and grant compliance issues.
  • Uses a variety of methods to communicate and interact with staff and others while leading at conferences, investigating and when traveling/visiting contract sites.
  • Performs other related duties and responsibilities as required.

Job Requirements

  • Bachelor's Degree from an accredited college or university.
  • Five (5) years contract, audit, or accounting experience to include three (3) years supervisory experience.
  • Valid Class "C" Texas Driver's License.
Preferred Qualifications
  • Experience with the compliance of federal funds from the U.S. Dept. of Housing and Urban Development (HUD), including, but not limited to, the Community Development Block Grant (CDBG) Program, Home Investment Partnership Program (HOME), Emergency Solutions Grants (ESG), Housing Opportunities for Persons with AIDS (HOPWA), Lead Hazard Reduction (LHRD) and the Neighborhood Stabilization Program (NSP).

  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

Knowledge, Skills, and Abilities

  • Knowledge of government contracting, accounting theory, procedures, practices and standards.
  • Knowledge of Federal, State and local laws, ordinances, policies, procedures and regulations pertaining to government grants and contracts.
  • Knowledge of compliance procedures and techniques for both manual and automated environments.
  • Knowledge and ability of computer accounting and record keeping and reporting systems.
  • Ability to provide administrative and professional leadership and direction to compliance and administrative staff.
  • Ability to work independently and concurrently perform multiple compliance projects.
  • Ability to communicate clearly and effectively.
  • Ability to establish and maintain effective working relationships with co-workers, City management and their staff, service providers, taxpayers and the public.
  • Ability to maintain confidentiality of information, integrity and professionalism.
  • Ability to supervise staff and multiple projects concurrently.
  • Ability to perform all the physical requirements of the position with or without accommodations.
