Job Summary
We are seeking an experienced Compliance Officer to ensure full regulatory, legal, and governance compliance for a Jointly Owned Property Management Company. The role operates independently and impartially between joint owners, safeguarding the interests of owners, residents, and stakeholders in accordance with UAE Law No. 6 of 2019, RERA regulations, and approved bylaws.
Key Responsibilities:
Regulatory & Legal Compliance
- Ensure compliance with UAE property, real estate, corporate, employment, HSE, data protection, and financial regulations.
- Monitor regulatory updates and assess operational impact.
- Manage licenses, filings, and regulatory submissions.
- Liaise with regulators and external legal counsel when required.
Governance & JOP Oversight
- Ensure compliance with Law 6 of 2019, JOP bylaws, and governing documents.
- Oversee Reserve Fund Studies (every 3–5 years) and ensure reserve balances align with approved studies.
- Monitor reserve fund utilization in line with RERA circulars and annual plans.
Policies, Risk & Internal Controls
- Develop and maintain compliance policies including Code of Conduct, Conflict of Interest, Anti-Fraud, Complaints Handling, and Vendor Controls.
- Identify and monitor compliance risks across operations and corporate functions.
- Conduct internal audits and compliance reviews and track corrective actions.
Financial & Fiduciary Compliance
- Work closely with Finance to ensure proper handling of service charges, trust/escrow accounts, and owner funds.
- Support transparent and accurate financial reporting to joint owners.
- Escalate suspected financial irregularities or breaches.
Complaints, Investigations & Reporting
- Manage compliance complaints, whistleblowing cases, and investigations.
- Conduct confidential and impartial investigations and prepare reports.
- Escalate serious breaches to Management and regulators when required.
Training, Advisory & Stakeholder Engagement
- Deliver compliance training to employees, management, and contractors.
- Advise Management and JOP committees on governance and compliance matters.
- Maintain clear communication with owners, residents, and stakeholders as needed.
Requirements
- Bachelor’s degree in Law, Business, Finance, or related field.
- 5+ years’ experience in compliance, governance, or regulatory roles (real estate / property management preferred).
- Fluency in Arabic is mandatory
- Strong knowledge of UAE Law No. 6 of 2019, RERA regulations, and JOP governance.
- Experience with reserve funds, service charges, and fiduciary controls.
- Strong communication, investigation, and stakeholder management skills.
- High integrity, independence, and attention to detail.
