Compliance Specialist - Affordable Housing

Position Summary

Centurion is seeking a detail-oriented and mission-driven Compliance Specialist to support compliance operations across a portfolio of affordable housing communities with layered funding.


This role is responsible for ensuring accurate certifications, ongoing recertification compliance, and file integrity across multiple regulatory programs. The Specialist will perform certifications, verify eligibility, calculate rent, and manage data across systems including HUD PIC (50058 submissions) and LIHTC reporting requirements.


Key Responsibilities

  • Conduct interviews (virtual or in-person) with residents for initial, annual, and interim reexaminations
  • Collect, review, and verify income, asset, expense, and household documentation
  • Perform rent calculations in accordance with HUD's 24 CFR 960 and Handbook 4350.3
  • Enter data into housing software systems (Yardi, OnBase, or similar) and assist in preparing HUD forms (e.g., 50058)
  • Prepare and review HUD-50058 forms and LIHTC TICs and supporting documentation
  • Upload and organize digital files and supporting documentation in a timely manner
  • Communicate with residents regarding certifications and required documentation
  • Maintain thorough records of tenant interactions and actions in the system memo fields
  • Support PIC system maintenance by identifying and resolving tenant or unit-level data errors
  • Review PIC Error Dashboard reports and correct flagged issues as assigned
  • Ensure proper application of program rules across layered funding sources
  • Verify correct unit designation and income targeting requirements
  • Identify and escalate compliance risks, including income eligibility or rent restriction issues
  • Support ongoing compliance with state agency and investor requirements
  • Maintain documentation logs of error corrections and data resubmissions
  • Support quality control processes under the guidance of the Project Manager
  • Participate in internal file audits and quality control reviews
  • Prepare files for LIHTC audits and HUD program reviews
  • Correct deficiencies and track resolution status
  • Handle confidential information with discretion and comply with fair housing laws
  • Travel in-state as needed (twice per month or as assigned)

Qualifications

  • Required Certification: One or more of the following:
    • Certified Occupancy Specialist (COS – NAHMA)
    • Tax Credit Specialist Certification (TCS - NAHRO, or similar recognized provider)
  • Minimum of 2 - 3 years’ experience in public housing, property management, or housing compliance
  • Familiarity with tenant reexaminations, rent calculations, and HUD income verification protocols
  • Experience using Yardi or similar housing/property management systems
  • High attention to detail, organizational skills, and ability to follow complex regulations
  • Excellent written and verbal communication skills
  • Valid driver’s license and reliable transportation required for occasional travel
