Compliance Specialist – Environmental Air, Land and Water
The Compliance Specialist maintains knowledge of current applicable environmental laws and regulations as they apply to the plant and ensures compliance with all applicable permits. Interfaces with regulatory agencies, assists in the permit application development and reporting process, and ensures notification of the proper agencies in cases of noncompliance. Recognizes issues that require attention and addresses them appropriately. Provides superior customer service to all internal and external customers.
Job Duties and Responsibilities:
- Supports all plant safety initiatives.
- Results oriented and proactive in maintaining compliance with all environmental laws and regulations.
- Investigates non-compliance incidents, ensures timely and complete notification of appropriate regulatory agencies, and communicates with contractors and employees in emergent work activities.
- Coordinates projects and clean-up efforts associated with risk areas.
- Works closely with Environmental Affairs, Corporate and other support organizations to ensure proper implementation of environmental programs.
- Develops and reviews plant environmental compliance strategies, policies, procedures, action plans and guidelines, and updates as needed.
- Develops and tracks budgets.
- Interfaces with environmental agencies, corporate liaisons, and internal and external auditors (OSHA, EPA, ADEM, LEPC, etc.).
- Trains plant personnel on compliance-related matters.
- Completes annual Environmental Self-Assessments.
- Monitors and codes activity in the Environmental Data Acquisition System (EDAS) and communicates with plant personnel and contractors as needed.
- Renew Our Rivers Coordinator.
- Reports monthly recycling and stewardship activities.
- Delivers Generation Safety, Health and Environmental Orientation to contractors.

Air Programs:
- Title V Permit and Quarterly Inspections
- Air; NOx, Opacity, Particulates, SO2, VOCs, Greenhouse Gases, CFS, HCFCs
- Risk Management Plan (RMP)
- TRI – Toxic Release Inventory
Land and Water Programs:
- National Pollutant Discharge Elimination System (NPDES) Permits – Direct and Indirect discharge streams
- Management of Hazardous and Non-Hazardous Wastes including – Landfill oversite, universal waste disposal, used oil, electronic waste, etc.
- Spill Pollution prevention plan (SPCC) and Best Management Plan (BMP)
- Storage Tank Inspections
- Stormwater
- DOT for Materials
- Coal Combustion Residual Program-Ash Pond
- PCB Program
- SARA, TRI, Tier II reporting, ERA 923
Job Requirements:
- Bachelor's degree in Engineering, Chemistry, Biology, Environmental Science or related field or equivalent experience -preferred.
- Prior experience in managing environmental programs (air, water, land, and waste) as they apply to a fossil generating plant or other similar industrial facility-required.
- Project management experience - Preferred.
- Budget experience-Preferred.
- Certified, or be able to gain certification, to perform specific functions related to this job, RCRA, DOT Hazardous waste regulations, Landfill Training, Borrow Pit/Erosion Training, Visual Emission Training, etc.
- Proficient in the use of computer applications (Microsoft Office, Maximo, Oracle).
- Must be available for callouts, nights, weekends and overnight travel; must rotate as compliance departmental on-call.
