About The Division

The Property Tax Assistance Division (PTAD) provides technical assistance to local governments and taxpayers on property tax issues but does not grant jurisdiction to intervene in local tax matters. PTAD is split into four areas, allowing the Division to offer technical assistance and implement statutory requirements in many innovative ways. The areas are outreach and support, education and communications, field appraisals, and data analysis. Apply to become a part of this great innovative Division.

General description

The Comptroller’s office is seeking a Junior Creative Media Designer in the Property Tax Assistance Division (PTAD). This role performs senior- level graphic and video multimedia design and production work for the PTAD. Work involves developing and implementing computer-based and interactive e-learning training modules and forms for use by the agency, public, and property tax industry. Provides guidance to stakeholders and collaborates with subject matter experts to develop and apply appropriate multimedia design and methodologies. Creates content and prepares files for dissemination. Administers the Learning Management System (LMS).

Work Hours

Agency standard work hours are Monday through Friday from 8am to 5pm, 40 hours per week with occasional evening and weekend hours. Hours are subject to change based upon business need or division determination.

This position may be eligible for a flexible/hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates.


Qualifications


Minimum Qualifications

  • Graduation from an accredited college or university with a bachelor’s degree.

  • Two (2) years of recent experience in graphic design.

  • Experience in designing, developing and presenting computer-based or interactive e-learning training or video content creation.

  • Experience with standard office programs such as Microsoft Office – Word, Excel, PowerPoint, Outlook; Adobe Acrobat, Webex Webinars.


Preferred Qualifications

  • Graduation from an accredited college or university with a Bachelor's degree in communications, fine arts, graphic design, visual arts, or a related field.

  • Experience reviewing and/or developing educational or training materials for large audiences.

  • Experience in government in a state agency, local government entity or legislative office.

  • Experience creating documents and forms with Adobe InDesign

  • Experience with current 508 accessibility standards and requirements

  • Knowledge of HTML semantics/tagging – hyperlink integrity and JavaScript.

  • Experience working with Learning Management Systems.

  • Experience with eLearning creation tools such as Articulate Rise, Articulate 360 Storyline, and video software such as Adobe Premiere and Adobe AfterEffects.


Substitutions

One (1) additional year of full-time work experience in graphic design, online training or webinars may substitute for thirty (30 semester hours) of the required education with a maximum substitution of 120 semester hours (four years.)


Licenses and Certifications

Texas Department of Licensing and Regulation (TDLR) Registered Professional Appraiser (RPA) or a Registered Texas Assessor- Collector (RTA):

  • Working towards or holding an active RPA or RTA certification with TDLR
  • Hold an inactive RPA or RTA certification that is eligible for reactivation with TDLR
  • Be eligible and willing to earn RPA or RTA certification with TDLR


In this role you will:

The Creative Designer III:

  • Develops content for audio, and video recordings, and creates web animation.
  • Develops division publications, forms, one-pagers, and other informational materials.
  • Analyzes content to ensure compliance with all state and federal laws regarding accessibility, recommends changes to make content accessible, and remediates accessibility issues.
  • Tracks and maintains current and historical revisions of content. Coordinates timely updates, including legislative implementations, with subject matter experts.
  • Advise agency staff regarding creative multimedia design trends and needs.
  • Coordinates and collaborates with staff on the design, deployment, and delivery of training content for property tax professionals, division staff and other external customers through webinars, podcasts, computer-based and e- learning training.
  • Presents education training to internal and external customers.
  • Creates course SCORM packages to upload and publish in the LMS.
  • Plans and configures online course settings, modules, assignments, tests and course certificates. Coordinates updates and system changes with LMS contractors, internal subject matter experts, IT and contract management.
  • Provides technical assistance and user account support.
  • Generates learning activity and user reports.
  • Analyzes learner feedback and reporting trends to pinpoint areas of improvement and suggest modifications to optimize the system.
  • Maintains a working knowledge of Property Tax laws, rules, and data including e-learning and multimedia methods and trends.
  • Researches sources, and ensures the completeness and accuracy of the printed and online materials. Completes all required property tax training.
  • Performs other work-related duties as assigned.
