The Office of Research Integrity and Compliance (ORIC) provides leadership and guidance to the university community regarding Conflicts of Interest (COI) reporting and management, Export Control (EC) related issues, Research Security, and Responsible Conduct of Research (RCR) training and responds to allegations of research misconduct. This position works under minimal supervision to perform regulatory monitoring reviews that support operations and responsibilities of the Office of Research Integrity and Compliance. This position conducts complex monitoring and assurance activities to determine adherence to internal controls, education/training requirements, and compliance with established policies, procedures and regulatory requirements associated with compliance activities overseen by the office – primarily with conflicts of interest and export controls. Reporting to and under the supervision of the Senior Research Compliance Manager of the Office of Research Integrity and Compliance, the Conflicts of Interest (COI) and Export Controls (EC) Analyst will be responsible for first level review of conflict of interest and export controls disclosures for compliance with all applicable federal, state, and institutional policies and procedures in collaboration with the Export Controls Specialist. The COI and EC Analyst will collect, analyze, and categorize disclosure information for further review and evaluation. Responsibilities include using critical thinking, analytical skills, and sound judgement to propose determinations and management strategies when reviewing potential conflicts of interest and export control issues. The COI and EC Analyst will maintain a record of all conflicts specifically related to COI matters scheduled for review by the Conflicts of Interest Committee. The COI and EC Analyst is expected to perform administrative duties to ensure that all pertinent documents and information are available to the COI Committee to facilitate their evaluation of such matters. Among other responsibilities, the COI and EC Analyst will serve as a resource for and provide guidance to the ECU community by answering questions regarding COI and EC policies, procedures, practices, determinations, and other related questions. The COI and EC Analyst will be involved in system and business process enhancement discussions and provide valuable input for improvements based on community feedback and experience. The COI and EC Analyst may be assigned special projects related to emerging and evolving compliance related issues and employ project management skills in managing emerging and evolving issues. In this regard the COI and EC Analyst will be expected to exercise a great deal of independence and discretion. The position will work closely with other staff, faculty members, and institutional leaders on compliance with relevant federal and state regulations regarding conflicts of interest and export controls. The COI and EC Analyst will provide administrative support to the Conflict-of-Interest Committee.
Program/Project Administration or Management: 40%
- Develops and maintains mastery knowledge of policies and procedures surrounding COI and EC from university, state, and federal perspectives.
- Manages disclosure forms submitted through proprietary software from initiation through completion.
- Analyzes COI submissions by researching background from multiple sources; confirms information and gathers any missing information; determines if there is an allowable conflict of interest for referral to the Conflict of Interest Committee (COIC), as necessary.
- Assists in the development of COI management plans.
- Assists in conducting annual reviews and audits of existing COI management plans.
- Serves as the primary reviewer to screen and route sponsored awards for disclosure completion and conflicts of interest and export control review.
- Serves as a backup reviewer for export control restricted party screening.
- Schedules and organizes meetings, meeting locations, and prepares agendas and minutes for the Conflicts of Interest Committee.
- Monitors the process of electronic disclosures and conducts follow-up activities on disclosures that are unclear or lacking information.
- Establishes and maintains relationships with departments and divisions throughout the institution to advance ORIC’s mission through outreach and service.
- Maintains program records and reporting on program performance.
- Serves as Administrator for online reporting systems.
- Resolves technical issues related to online reporting systems.
Counseling: 25%
- Provides guidance to individuals and departments regarding compliance requirements.
- Designs and delivers training for participants at all career stages and institutional partners in all relevant policies and procedures.
- Performs outreach activities.
Information Analysis/Decision Making: 20%
- Functions semi-autonomously and with the authority to analyze data and render a decision regarding disclosures.
- Anticipates problems, projects probable outcomes and potential impacts on the disclosure process.
- Serves as a resource for participants in resolving issues or problems and consults with the Senior Research Compliance Manager and Director, as needed and appropriate.
Communication: 15%
- Represents ORIC at meetings and/or conferences.
- Coordinates information sharing and relationship management with key stakeholders such as the Office of Licensing and Commercialization, Postdoctoral Affairs, Human Research Protection Office, and the Office of Research Administration.
- Manages communications including email, online content, and written materials.
- Contributes to development of web content and manages of web presence. Creates and implements a plan to ensure content is engaging, easy to use, and current.
- Develops a slate of presentation topics.
- Works with students, faculty, and staff in making and managing relationships with the department.
- Listens and responds with diplomacy and tact.
- Manages special projects as may be assigned and tracks project timelines using project management skills.
- Contributes expertise in the conduct of risk analysis for various compliance areas.
