The Construction Director is the senior leader responsible for overseeing the delivery performance of the EPC contractor across the full project life cycle. Reporting directly to the CEO, this role leads project planning, design coordination, procurement, construction, and commissioning.
The successful candidate will help ensure the project is delivered on time, within budget, to the required quality standards, and in line with safety, environmental, and regulatory requirements. This is a key leadership role for someone with strong experience in large and complex civil infrastructure projects.
Key Responsibilities
Project Planning And Delivery

Develop, implement, and oversee the overall project plan, including schedules, budgets, resource planning, and quality control procedures.

Make sure project delivery remains aligned with the company's strategic objectives.
Construction Execution And Site Leadership

Lead and monitor all construction activities, including civil works, tunnelling, pipe-laying, treatment plant construction, and related infrastructure.

Support efficient site progress, compliance with specifications, and timely resolution of on-site issues.
Contract, Procurement, And Contractor Management

Oversee the selection, negotiation, and management of major EPC contractors, subcontractors, and key suppliers.

Ensure contractors and suppliers meet their contractual obligations and perform effectively.
Risk, Quality, And Compliance

Identify, assess, and manage project risks across technical, operational, financial, safety, and environmental areas.

Implement strong quality assurance and quality control practices to support delivery of a high-quality and sustainable asset.
Stakeholder Management And Reporting

Act as the main point of contact for technical and construction-related matters with the CEO, Board, lenders' technical advisors, regulatory authorities, and other key stakeholders.

Provide clear, accurate, and regular progress updates to leadership and stakeholders.
Academic Requirements

Bachelor's degree in Civil Engineering, Construction Management, or a closely related field from a reputable university.

Master's degree in Engineering, Project Management, or Business Administration (MBA) is highly preferred.

Professional Engineer (PE) licence or an equivalent professional accreditation in civil engineering or construction.

Project Management Professional (PMP) or an equivalent certification (for example PgMP or MSP) is highly desirable.

Ongoing professional development in advanced construction techniques, tunnelling methods, or water/wastewater infrastructure is an advantage.
Experience Requirements

Minimum of 20 years of progressive experience in civil infrastructure construction.

At least 10 years in a senior project management or Construction Director role on mega-projects valued above USD 2 billion.

Proven success in leading the full life cycle delivery of at least one large-scale tunnelling project and/or sewage or wastewater treatment plant project, from concept through commissioning.

Extensive experience managing large, multidisciplinary construction teams, including direct labour, contractors, and consultants, in fast-paced and high-pressure environments.

Strong understanding of project delivery methods such as EPC and Design-Build, including management of complex interfaces between work packages.

Demonstrated experience developing and managing project budgets above USD 1 billion, schedules, risk registers, and cost control and progress reporting systems.
